- This announcement is not a formal solicitation or a request for proposals. NAICS code 334513. The Bureau of Reclamation intends to issue a Draft Request for Proposal (DRFP) 06SP101595 for the purpose of obtaining industry review and comment on the solicitation and requirement documents. These comments may be used in development of a Request for Proposal procurement to fulfill the requirements for a Supervisory Control and Data Acquisition (SCADA) replacement system for Grand Coulee Dam and power generation facilities located approximately 90 miles west of Spokane, Washington, and Hungry Horse Powerplant located on the South Fork of the Flathead River near Columbia Falls, Montana. Proposals are not solicited and shall not be submitted in response to this notice. You are encouraged to evaluate and challenge all elements of the draft solicitation. Comments on the DRFP are not mandatory. At this time the Government anticipates that comments will be due 30 days after the offeror receives the CD (DRFP). The Contracting Officer and his staff will be the only Government employees that will have access to and/or know the identity of the comment maker. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS DRAFT SOLICITATION OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. The draft solicitation will be available on CD-ROM in Adobe Acrobat format and will be available on or about September 21, 2005 (this is an estimated date). To obtain a copy of the CD and be included on the Government's internal planholder list for the final solicitation, interested offerors must register on our website at www.usbr.gov/pn/contracts/supply. Visit the website to obtain further instructions about registering. If you don=t provide your DUNS (Data Universal Numbering System) and TIN (Taxpayer Identification Number) on the electronic registration form, we will not send the draft solicitation to you. Telephone requests for the draft solicitation won=t be accepted. Additionally, due to security constraints, each offeror requesting the DRFP must submit in writing: 1) the list of individuals that will have access to the Government's DRFP, 2) confirmation that the listed individuals have passed a background investigation, and that no disqualifying factor(s) has been documented for that individual, 3) acknowledgement that only those named individuals submitted to the Government shall have access to the Government's DRFP, 4) affirmation that no copies will be made of the DRFP except those approved by the Contracting Officer, and 5) affirmation that the document will be secured and no unauthorized access will occur. The standards for background investigations is located on our website at the page for this draft solicitation. Only one copy of the CD will be sent to each offeror. Since no set aside determination has been made at this time, please submit your business size based on NAICS code 334513 size standard. We reserve the right to issue the draft solicitation on paper if it becomes necessary.
