N00253-05-R-0020, AMENDMENT 0002, FLAT PANEL DISPLAY Subject Amendment is being issued to: A. Modify the Statement of Work, Item 4 to include the following: Paragraph 4.d d. Burn Period. Each display is required to undergo a 24 hour burn in period to ensure proper operation. During the burn in period, the display must at a minimum, show color or white across the entire screen. B. To include an additional drawing 7110962 (-). To receive this drawing, contractors shall send an email including the solicitation number and the requested drawing number to: evonickcj@kpt.nuwc.navy.mil. C. Respond to the following questions: 1. On page 6, line 4 the power connector is called out as IEC 320. On page 8, line 3 the power connector is ?capable of mating to MS274467T09B98B. We believe the latter is correct but you confirm the desired input power connector. ANSWER: The MS number is the correct connecter callout. 2. Paragraph 3(e)1 on page 8 of the solicitation (Environmental Requirements) states that monitors must have test report data to support claims that the monitor meets "Shock: MIL-S-901D: Grade A Shock, Class I or II, Type A qualified. 100g's peak (data filtered using 250Hz lowpass filter)/320g's (unfiltered) during MIL-STD-901D unisolated shock testing." This is a non-standard test, as MIL-S-901D specifies shocks according to drop hammer height or barge explosion depth, not peak g's. If a modified MIL-S-901D test is required to be run on the monitors can a test procedure be supplied that specifies the method for obtaining the required peak g's on a lightweight hammer? Can an extension to the proposal submittal due date be provided to bidders who wish to schedule and perform the modified shock test on their equipment, so the required test data can be provided? Or will standard MIL-S-901D lightweight hammer test data be acceptable? ANSWER: The display is to be shocked according to MIL-S-901D requirements, however, it must also be mounted in a configuration equivalent to that seen aboard ship. There is a frame located at government facilities and is available for testing. This frame will be placed onto a medium weight hammer table with forces expected to reach those described in the solicitation. Due to time constraints that the government must operate under, there will be no extension for testing. If testing is requirement, the contractor must fund 100% of testing. Lightweight hammer testing is not acceptable; the display must be tested on a medium weight hammer table while attached to a frame. 3) Can the required pinout for the power connector that mates with MS27467T09B98B be provided (page 8, paragraph 3(d)1 Mechanical Requirements)? ANSWER: Refer to attached drawing 53711-7110962. 4) The requirement states that shock pins are highly desirable (page 7, paragraph 3(d)1 Mechanical Requirements). However, paragraph 3(d)2 on page 8 states that the display shall contain shock pins that mate with the monitor bezel. If shock test data is provided that shows that a display has passed the stated requirement without shock test pins will that display be considered acceptable? ANSWER: Yes, the prospective display can be accepted without shock pins so long as it passes requirements per ship configuration. 5) Page 4, paragraph 1a of the solicitation states that the display must be an existing commercial off the shelf product. Paragraph 2 (Applicable Documents) states that unless otherwise indicated, the most recent issues of the following documents forma a part of the requirement to the estent specified herein. If an existing off the shelf product has been qualified to an earlier version of a particular Military Standar (e.g., MIL-STD-461C vice MIL-STD-461E) must the product be retested prior to submitting a proposal? ANSWER: The product must meet standards as specified by the SOW. 6) Will any exceptions to EMI/EMC performance be permitted (e.g.., non-compliances at certain frequency ranges within the tested spectrum of RE102)? ANSWER: No. 7) Paragraph 3(c)13 on page 7 states that video compatibility testing will be performed at NUWC-DK and NSWC-PHD/NSWC-DD to demonstrate proper operation with TTWCS and NFCS video. Will this testing be performed prior to contract award? If so, on what date must test units be supplied by bidders? ANSWER: Testing is to be completed prior to the close of the submittal period. 8) Paragraph 3(d)1 on page 7 (Physical Dimensions) states that the physical envelope must not exceed the dimensions shown in Figure 1. Figure 1 specifies a maximum depth of 3.950 inches, and allows protrusion beyond that depth within the maintenance envelope shown. Will an existing, off-the-shelf product with a maximum depth of 4.08 inches be acceptable if the envelope of the display extends beyond the maximum specified depth outside the maintenance envelope? ANSWER: The max depth of the envelope of the monitor shall not exceed the dimensions of the maintenance envelope. The idea of allowing protrusions outside of the 3.950 dimension is to accommodate items such as RGB terminals, power connectors, etc? Such occurrences will be analyzed on a case by case basis. 9) Paragraph 4(e) on page 8 states that monitors must have test report data to support claims that the monitor meets the listed environmental DVT requirements (shock, vibration, airborne noise, structureborne noise, humidity, temperature, EMI, ESD, Pressure, Safety, Shipboard Transportation). However, in Section M (Evaluation Criteria), under Factor 1 (Technical) the solicitation states that the contractor's proposal shall demonstrate their ability to meet the following criteria: Existing Product, Critical Test Reports, Physical Size, Sync on Green. What is the meaning of the term "critical test reports"? Is test data for all of these requirements to be supplied with the offeror's proposal, or only the critical test reports? Can compliance with any of the non-critical environmental requirements be verified through similarity or analysis? Can any of the non-critical requirements be tested after contract award? ANSWER: ?Critical test reports? implies any rest results required by the SOW. All test reports or analysis results are required per the SOW. All test reports are to be supplied with the offeror?s proposal. Non-critical environmental requirements may be verified through analysis. No requirements may be tested after award. 10) Paragraph 4(a) on page 10 (Quality Assurance Provisions) states that qualification tests shall be conducted to verify conformance with the performance requirements specified herein. Paragraph 4(b) further states that the qualification testing will demonstrate compliance with the following requirements: power, functional, mechanical and environmental. Are these qualification tests to be performed by the selected contractor after contract award? If so, by what date? Does this paragraph imply that all environmental tests must be repeated even if test data has been supplied for prior environmental testing? ANSWER: The contractor shall perform Factory Acceptance Testing (FAT) of the display to ensure proper functionality. Display FAT requirements shall consist only of functionality requirements regarding video signal input, video quality and overall appearance. 11) Will early delivery of the remaining 56 units be acceptable (i.e., can all 112 units be delivered concurrently)? ANSWER: The government wants to ensure that the displays will be used during their warranty period. As a result of this, the distributed shipment of displays is desired. If the warranty period is extended to meet the government?s needs, the government will accept 112 units simultaneously. 12) Paragraph 3(e) (Environmental Requirements) on page 8 states that the display will satisfy the following requirements ... during the DVT activities when mounted on the ATDC. What is the schedule for performing DVT with units mounted on the ATDC? How many units must the display supplier provide for this testing? ANSWER: All testing is to be done prior to the contractor proposal submittal period. A minimum of two displays are required for testing in a serial testing process. Additional displays should be supplied to quicken the process. Closing date remains unchanged
