Description
The Government intends to award a firm fixed price contract for CCTV upgrades at Norfolk Naval Brig, 8251 Ingersoll St., Bldg. CA484, Norfolk, VA 2511 in accordance with the Government?s statement of work that includes: Background Information: Dataline Incorporated installed current system. It includes: Alpha Block. Stand alone system. 16 stationary harden dome cameras installed inside each cell, along passageway, in shower area and one outside in the workout area. This system is installed separate of the rest of CCTV. All cameras feed via Cat5e cabling and travels through EMT conduit and reports to a Digital Video Recorder (DVR) located in the Control Center. There is one 17? flat screen monitor and keyboard used to manage this system. This system has a CPU with a 30-day event storage capability and CD-ROM back up. Bravo Deck and Alpha Deck. This system uses has 36 cameras installed. There are both harden dome stationary and harden dome Pan/Tilt cameras in use. Each dormitory has one stationary and one pan/tilt camera. The stationary cameras in these spaces also have a low light record capability. All cameras use the Cat5e cabling through EMT conduit and report to a single DVR located in the Alpha deck Utility room. The system utilizes at rack unit that is self-contained. It feeds to another 17? monitor and keyboard in both Central Control and Bravo Deck. The system CPU has a hard drive installed that can store up to 30 days of operating events. It automatically dumps data as it reaches system capacity. Additionally, there is a CPU and monitor installed in the Assistant Operations officer?s office for the purpose of system review and event back-up on CD ROM. The Commanding Officer has the Reader Program installed on his CPU in order to review back-up CD?s. Charlie Deck. Install 16 additional cameras throughout Charlie Deck, Programs spaces, stairwell and Funds and Valuable. There will be a combination of stationary and Pan/Tilt cameras installed as per Security Officer?s designation. These cameras must feed into the existing primary system. All hardware and software must be compatible with existing equipment/systems and software. Recommend use Cat5e (or suitable substitute) and EMT conduit. All conduit is surface mounted. Training Building. Install 16 additional cameras throughout Training Building spaces. There will be a combination of stationary and Pan/Tilt cameras installed as per Security Officer?s designation. These cameras must feed into the existing primary system. All hardware and software must be compatible with existing equipment/systems and software. Recommend use Cat5e (or suitable substitute) and EMT conduit. All conduit is surface mounted. Feed must be directed back to the Quarters building which houses the main CCTV equipment. Require a separate 17? monitor and keyboard installed in the Training Building Dispatch cage for monitoring of Programs spaces during the workday. Alpha Block Upgrade. Remove existing cabinet and hardware and integrate system into the primary system located in the Utility Room. Fence line CCTV. All hardware required for install has been procured and is stored on sight. Require 16 cameras be installed on existing perimeter light poles and exterior buildings and fence line as determined by the Security Officer. This equipment is completely compatible with the existing system. The customer will provide a complete product list. All camera feeds will be directed to the Quarters building systems and be monitored in Control Center. Additional requirements. 1. Provide addition hub to Dorm Managers office to allow for use of existing Lap Top computer for system review and event back-up on CD-ROM. 2. Move CPU located in Assistant Operations Officer office to Control Center for use by Command Duty Officer. 3. Provide a new software program that makes CD-ROM back up easier to manage. 4. Provide 12-month coverage for complete system preventative and corrective maintenance. Full warranty coverage on all new systems. The NAICS is 334290. The size standard is 750 employees. Solicitation N00189-05-T-0505 will be available on or about 7 September 2005 by downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov. The closing date for receipt of quotes is 19 September 2005, 1100 EST. The Solicitation and any subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting a quote, the offeror is self-certifying that neither the principal corporate officials or owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
