Description
NAICS Code: 54161 This is a SOURCES SOUGHT for written information only from small businesses (Service Disabled Veteran Owned Small Businesses preferred). Potential sources must possess organizational development and management experience, as well as, have a strong background in information technology and environmental science. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. There is no solicitation available at this time, however a draft statement of work (SOW) is available. Responses shall be in the form of an email accompanied with a capability statement. Information shall focus on the capability to provide technical support services defined below. The Environmental Protection Agency (EPA) is searching for small businesses that can design a performance measurement system for the EPA Quality System. The EPA Quality System is a management system that provides the necessary elements to plan, implement, document, and assess the effectiveness of QA and QC activities applied to environmental programs conducted by or for EPA. The EPA Quality System encompasses the collection, evaluation, and use of environmental data by or for EPA, and the design, construction, and operations of environmental technology by or for EPA. The work will include identification of performance measures that accurately reflect the overall effectiveness of the EPA Quality System. During the scope of the project, the contractor shall identify critical information and quantitative tools that will be used in developing an analytic model for assessing the EPA Quality System at the organizational and project levels. Development of any model(s) must be done with consideration of the diversity of the environmental data operations and the varying levels of Quality Systems resources throughout the Agency. Work on this project is expected to last 12 months after initiation. The following goals of the EPA Quality Systems Performance Measures Initiative Project must be met: 1. Establish national performance goals 2. Identify outcome and output performance measures, with an emphasis on outcome measures. 3. Develop performance indicators that can be applied at all levels of the EPA organization. 4.
