Description
NAICS Code: 561410 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and Subpart 13.106 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Request for quotation number RFQ-DC-05-00400 shall be referenced on any quotation. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-05. The NAICS and small business size standard for this project are 561410/$6.0 million. Only one award will result from this solicitation, via the issuance of a time-and-materials purchase order. Statement of Work: Editorial and Graphic Support Services for the Fourth National Communication I. Background and Purpose The U.S. Environmental Protection Agency is assisting the Department of State in coordinating the production of the U.S. Fourth National Communication, entitled the "U.S. Climate Action Report 2005," which is mandated under the reporting obligations of the United Nations Framework Convention on Climate Change (UNFCCC). The report is due to the UNFCCC Secretariat no later than January 1, 2006. Because this report has the potential to reach and influence a global audience of readers, it is imperative that it is clear, succinct, and well-organized and adheres to the guidelines developed by the UNFCCC. The general target audience is national and international organizations concerned with the issue of climate change, including federal, state, and local agencies; businesses; environmental groups; and non-government organizations. The purpose of this purchase order is to obtain professional editorial and graphics support services in the review and production of the U.S. Climate Action Report 2005. II. Statement of Work Tasks The contractor shall provide editorial and graphics services to facilitate the production of a copy of the U.S. Climate Action Report by January 1, 2006. The General Printing Office will be responsible for printing the report, which will be approximately 100-150 pages in length. Task 1. Kickoff Meeting. The Contractor shall attend an initial meeting (conference call or in person, whichever is most cost-effective) to discuss this statement of work and associated tasks. Frequent meetings (either in person or by phone) will be required throughout the course of this project. Deliverables and schedule under Task 1. Task 1. Attend Kickoff meeting with the Contracting Officer's Representative (COR) and other EPA staff within 10 days of award of purchase order. Task 2. Editorial and Graphics Support for National Communication. The contractor shall advise and consult with the EPA COR in order to produce a final copy of the report. The contractor shall provide the full range of editorial, graphic design and document production services for overall document (comprised of nine chapters) including the following tasks: Editing and proof reading chapters - provide feedback to chapter authors as necessary; Developing options for graphics and photos for cover, introductory chapter pages and to accompany relevant chapters; Developing designs for the cover and internal chapters; Designing overall document, cover, introductory materials, individual chapters, charts, graphs, and maps and other graphics for chapters; Providing graphic design and layout services; Preparing camera-ready copy meeting UNFCCC and GPO guidelines - electronic format (both Word and PDF); Providing support during printing (e.g., blue line review); Providing documents for internet posting (i.e., HTML web site and PDF copies of report) The initial drafts of these documents will be developed by various authors representing different federal agencies and will be edited by the contractor for consistency in tone, content, style and organization. All drafts will be provided to the contractor as Word or Excel files. Deliverables The contractor will perform editorial, design, graphics, and layout services to deliver an electronic version (Word and PDF formats) of camera-ready copy of the proposed report by no later than December 15, 2005. A timeline of all tasks will be provided by the contractor. The report is expected to be approximately 100-150 pages and should be designed as a two-color presentation, with nine chapters and three appendices, with a full color cover. To the extent possible, the documents and data developed under this contract by the U.S. government authors and the contractor shall be developed using IBM-compatible software, such as Microsoft Word and Excel. Final deliverables shall also be provided in HTML and PDF files, suitable for printing and internet posting. The following are key milestones for this contract: First milestone: The contractor shall hold a kick-off meeting with the EPA project officer upon award of the contract. The project officer will also organize kick-off meetings with the chapter authors and the contractor to discuss the document guidelines, schedule, editorial, and design issues. Second milestone: EPA to provide rough draft copy to contractor to begin initial edits, using the 1997 report and the IPCC national communication guidelines as a guide. EPA will provide each chapter and appendix to the contractor on a separate schedule, beginning after October 2005 and continuing through December 15, 2005. Third milestone: The contractor shall deliver proposals for graphic options, cover and internal design, photos, charts, graphs, and maps to the project officer for review and for incorporation of interagency comments. The schedule for delivery shall be established for each chapter separately, in consultation with the interagency development team. Fourth milestone: The contractor shall deliver edited chapters to the COR for review and for incorporation of interagency comments. Fifth milestone: The contractor shall deliver final camera-ready copy in PDF format with final approved text of the document to the COR, no later than December 15, 2005. Sixth milestone: The contractor shall provide editorial and production support during the printing process and shall provide Adobe Acrobat PDF files of the camera-ready document and HTML pages (suitable for posting on the internet) of the document. BASIS FOR AWARD: The Government will make award to the responsive, responsible firm, whose quotation is most advantageous to the Government, price and other factors considered. This is a best-value procurement. The Government may or may not award to the low price quotation. Technical merit is considered to be of greater importance than price. The Government will utilize the evaluation criteria identified below, listed in descending order of importance, during the evaluation of responses received to this Request for Quotation. 1) Technical Merit- The Government will evaluate each offeror's understanding of the Statement of Work as evidenced by the offeror's discussion of issues and the proposed technical approach. The Government will examine the offeror's proposed approach to performing the elements of work and delivering the products specified in the various tasks, and will evaluate the likelihood of delivering complete, quality products meeting EPA's needs. 2) Experience - The Government will evaluate the offeror's experience in editing, graphic design and production services as well as producing documents of similar scope and content. The Government will also evaluate the offeror's demonstrated experience in the field of environmental policy and climate change. 3) Past Performance - The Government will evaluate the offeror's past performance in editing, graphic design and production services as well as producing documents of similar scope and content. The Government will also evaluate the offeror's past performance in editing and designing documents related to environmental policy, particularly related to climate change, energy efficiency and international programs. 4) Personnel/Project Management-The Government will evaluate offeror's on the proposed staffing for this requirement, their availability, and relevant experience. 5) Cost-Price: The Government will evaluate the total expected cost of performing this work. The Government anticipates award of a purchase order on a time and material basis. The Government's estimated level of effort for this requirement is approximately 550 hours. The provision at FAR 52.212-1 "Instructions to Offerors-Commercial" applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 -"Contract Terms and Conditions - Commercial Items", 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.219-6 "Notice of Total Small Business Set-Aside", 52.222-3 "Convict Labor", 52.222-21 "Prohibition of Segregated Facilities", 52.222-26 "Equal Opportunity", 52.222-35 "Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", 52.222-36 "Affirmative Action for Workers with Disabilities", 52.222-37 "Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans", 52.225-13 "Restrictions on Certain Foreign Purchases", and 52.232-33 "Payment of Electronic Funds Transfer - Central Contractor Registration" and 52.232-34 "Payment by Electronic Funds Transfer - Other than Central Contractor Registration". Prospective sources are reminded that award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database. SUBMISSION REQUIREMENTS FOR THIS REQUEST FOR QUOTATION: Each offeror shall submit (1) one original of their Quotation, which shall include each of the following written Technical portions required to be provided in response to the RFQ: (1) Technical Approach - Each offeror shall provide a description of their technical approach, detailed and complete enough to clearly and fully demonstrate an understanding of the Statement of Work requirements. Quotations which merely offer to conduct a program in accordance with the requirements of the Government's Statement of Work will not be eligible for award. Phrases such as "Standard procedures will be employed" and "well known techniques will be used" are not considered an adequate description. Although it is recognized that all of the technical factors cannot be detailed in advance, the techniques and procedures you plan to follow in conjunction with the task areas to be performed must be described in as much detail as the offeror considers necessary to fully explain their proposed technical approach or method. (2) Past Performance - The offeror shall identify up to two contracts, which it has recently performed (within the last 3 years), or is currently performing, that are similar in nature to this contract. The offeror shall provide the following information with respect to each of these contracts: *Name, address and phone number of all applicable contract points of contact, *Brief description of contract work, scope, and responsibilities. (3) Personnel. For the proposed personnel, the offeror shall submit relevant education, training and experience for their labor category. (4) Pricing Information - The offeror shall provide, in writing, a detailed price quotation to include proposed amounts for any direct costs, indirect costs and other direct costs, including travel.
