- This synopsis is to all potential contractors, and does not constitute a Request for Proposals. The John F. Kennedy Center for the Performing Arts (JFKC) located in Washington DC is soliciting one Construction Management (CM) firm to serve in the capacity of a CM as Constructor for the renovation of the Eisenhower Theater, located within the Kennedy Center. The CM will be responsible for providing professional management and construction services during the design phase and construction phase of the Eisenhower Theater project. The solicitation will be awarded as a firm fixed-price contract. The CM will be a member of the Project Team consisting of representatives of the JFKC, the Architect/Engineer and other consultants. In general, it will be the responsibility of the CM to integrate the design and construction phases, utilizing their expert skill and knowledge of general contracting to develop schedules, prepare project construction estimates, study labor conditions, perform site investigations, and perform other similar tasks to contribute to the development of the project during the pre-construction/design phase. CM preconstruction services will be completed from date of award through May 14, 2007. The estimated time for the completion of on-site construction services is from May 15, 2007 through June 15, 2008, or 397 calendar days. During the construction phase, the CM will be responsible for construction of the project under the Guaranteed Maximum Price inclusive of all construction services therein. The CM will utilize all labor, material, equipment, supervision, and transportation to renovate the 1,142-seat Eisenhower Theater, the smallest of the three major performance spaces at the JFKC. The purpose of the renovation is to bring the Eisenhower Theater into compliance with ADA and life safety codes, fix operational problems, and improve the appearance of the theater. The Eisenhower Theater is located in the north block of the JFKC on the Foyer (40?) level, east of the Grand Foyer and north of the Hall of States. The backstage of the theater is located adjacent to the Family Theater, now under construction, and the entrance to the Executive Offices. The Eisenhower Theater dressing rooms, located on the A (27?) level below the Eisenhower Theater is included in this renovation project. The applicable North American Industry Classification System (NAICS) Code is 236220. The project is located in a theater environment that is also a Presidential monument and living memorial. There are approximately 500 staff members, and the facility attracts over four million visitors and patrons each year with performances and other events. The JFKC is in operation 365 days a year from approximately 7a.m. to 1a.m. each day. Building operations and programs will continue while the Eisenhower Theater is being renovated. Scheduling must be well coordinated with the Project Manager. The architect-engineering firm is on contract with the JFKC for the Eisenhower Theatre and will remain contracted directly with the JFKC for the duration of the project. Proposals will be evaluated using the source selection procedures contained in the Request for Proposal (RFP), and award will be based upon the Best Value to the Government, with price and technical factors having equal importance. The Technical Factors to be addressed are: 1) firm?s qualifications and past performance/experience on similar projects; 2) key personnel qualifications and experience on similar projects; 3) firm?s project approach and safety record; and 4) firm?s apprenticeship program. A pre-proposal site visit will occur on September 22, 2005 at 10:15am EDT. Interested parties are to meet at the Kennedy Center, Hall of States entrance.
