- NASA/GRC has a requirement for 1 Multi-channel, programmable battery cycler. NASA/GRC intends to purchase the item from Arbin Instruments of College Station, TX. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responible source and no other supplies or services will satisfy agency requirement. Currently, lithium-based battery chemistries are being developed in-house with government-owned Arbine Systems. The Arbin proprietary software used for hardware control has the flexibility of operational control with respect to safety limits settings and the selectable, high accuracy voltage and current ranges for specific cells and components being evaluated. The Arbin proprietary software is the sole basis for our present internally-formulated testing protocols which rely on the Arbin's inherent safety features. The utilization of the same proprietary data acquisition and analysis software and hardware that is presently being used affords the efficient comparison of data and ease of operation between the intruments. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
