Description
NASA/GSFC has a requirement for engineering model and flight model Power Converter Assembly (PCA) electronic boards, engineering model and flight model Laser Electronic Assembly (LEA) electronic boards,and associated documentation for the Lunar Orbiter Laser Altimeter (LOLA) Measurement Investigation. NASA/GSFC intends to issue Request for Proposal No. NNG05128154R, to purchase this service on a sole-source basis from Space Power Electronics, Inc.. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The LOLA instrument design has many similarities to the previously flown Mercury Laser Altimeter (MLA) instrument. Space Power Electronics, Inc. designed and built the PCA and LEA for the MLA instrument, and is the only known supplier that can meet the development time of the LOLA instrument. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
