- Description
- The Government intends to execute an unrestricted procurement for delivery of 677,423 pounds of commercial Propellant Pressurizing Agent, Gaseous Bulk Helium, NSN 9135-01-525-1620, Type I, Grade A, IAW MIL-PRF-27407B, dated 25 Aug 97. The procurement will be in support Operation Iraqi Freedom. The requirement is expected to result in multiple four-year and nine month fixed priced IDIQ type contracts with fill-points in Turkey, Germany, and the Middle East. The Contractor(s) will provide all production supplies, management, tools, equipment, labor, and any raw materials necessary for the manufacture and delivery of Gaseous Bulk Helium. The product shall be delivered either FOB Origin or FOB Destination. The government solicits Industry for a Turn-Key operation in Turkey, Germany, or the Middle East for production of helium to be delivered in any or all of the following types of containers: (1) In government owned tube bank trailers (compressed gas semi trailers), (2) In contractor owned tube bank trailers, (3) In government owned High Pressure Cylinder Assemblies (HPCA?s), (4) In contractor owned cylinder assemblies, and/or (5) In any combination of all types of containers. Contractor-owned equipment must be built/manufactured in compliance with the Department of Transportation (DOT) requirements and certified for air transportation. The contractor(s) will be required to provide tractors to transport tube bank trailers and/or flatbed trailers containing cylinder assemblies to the customer via freight forwarder if necessary. The contractor is also responsible for pickup of the empty tube bank trailers or cylinder assemblies from a central location within country and movement back to contractor facility for service and filling. When requested by Delivery Order, the Contractor(s) will pick up DOT certified and airlift able bulk trailers or cylinder assemblies from the nearest aerial port, transport them to their fill plant to be filled, and return them to the aerial port for airlifting to customer destination. The requirement includes services for renting contractor-owned containers, evacuating and purging government-owned trailers and cylinders, repairing/replacing valves in trailers and cylinders, repairing HPCAs, and repairing trailer chassis to include tire replacement. The performance period shall be from 01 Jan 06 through 30 Sept 10. Subject solicitation will be issued on or about 14 Sep 05 and posted to the FedBizOpps web page at (http://www.fedbizopps.gov/).
