Description
The Economic Research Service (ERS) of the United States Department of Agriculture seeks to purchase household based retail food purchase scanner data for the years 2002-2004 to conduct research on the economics of interactions between consumers? purchasing behavior and food retailing. This research is in support of the Department?s programs and policies. (Examples of current objectives are outlined below.) In addition, ERS seeks to purchase custom analyses on an ad-hoc basis. These analyses would focus on specific issues and the influence they may be having on specific food products, market conditions, demographic groups, or any combination of the above-mentioned items. (For example, what is the influence of changes in labeling guidelines on consumer purchase behavior for specific products or categories?) Findings are often disseminated by publishing in a variety of outlets such as academic journals, applied economic journals, ERS technical bulletins, ERS agricultural economic reports, etc. (ERS does not disseminate or publish proprietary, firm, or establishment level data.) In addition, ERS conducts staff analyses for internal use. Internal staff analyses are conducted for the Administration, the Congress, or the Department of Agriculture. ERS occasionally enters into cooperative agreements and memorandums of understanding with academics at Universities to assist us with research priorities and the implementation of economic analyses. The work may require that we grant access to the data. However, the agreements require that the data not be released to any other party and that the data be returned to ERS upon completion of the work. Cooperators are restricted by the provisions of the contract and may not publish or report any portion of the raw data, and may only publish results from the economic analyses. The estimated period of performance will be from the date of award through September 30, 2007. Specific research goals and objectives include: 1. Investigate the impact of USDA's National Organic Program on product differentiation and household demand for differentiated milk products (organic, non-rBGH, and conventional). 2. Identify what price households pay for foods purchased and how household demographics, including income, affect prices paid and quantities purchased. 3. Identify differences in food prices across markets in the U.S. and analyze the impact the increasing number of alternative retail outlets for food on food prices and accessibility. 4. Investigate the effect of different tastes and preferences across households on food demand. 5. Measure the impact of consumer food purchasing behavior on food prices, accessibility, services, and assortment. 6. Investigate the impact of the increasing number of value added food products on food marketing firms and agricultural producers. Research Goals and Objectives Specific research goals and objectives include: 1. Investigate the impact of USDA's National Organic Program on product differentiation and household demand for differentiated milk products (organic, non-rBGH, and conventional). 2. Identify what price households pay for foods purchased and how household demographics, including income, affect prices paid and quantities purchased. 3. Identify differences in food prices across markets in the U.S. and analyze the impact the increasing number of alternative retail outlets for food on food prices and accessibility. 4. Investigate the effect of different tastes and preferences across households on food demand. 5. Measure the impact of consumer food purchasing behavior on food prices, accessibility, services, and assortment. 6. Investigate the impact of the increasing number of value added food products on food marketing firms and agricultural producers. Tasks 1. ERS seeks a demographically and geographically representative sample of U.S. household-based food purchase scanner data. The data shall contain purchase and demographics for the years 2002-2004 and be ready for delivery on or about January 1, 2006. Cost estimates should be provided per year of data. This data shall include individual transaction level information that would cover food purchases by each household for all food store outlets available to a household and identify the store from which each item is purchased. In addition, identification of any food products labeled ?organic?, ?whole grain?, or low-carbohydrate should be clearly identified. This project requires coverage of all major food categories that have UPC codes including meats, poultry, fish, dairy, fruits, and vegetables, and dry grocery. Sampling and expenditure weights shall be included in order to aggregate measures both nationally and per local market for individual food products and aggregated food groups. Data should be delivered on CDs and should contain the data in plain text or SAS Files. In order to undertake the research that is planned, we require a complete description of sample design. In addition to sample weights, other relevant data (such as strata and clusters) should be included. 2. A data description dictionary that provides a full explanation of any abbreviated terms in the data and a listing of all the available common characteristics for categories within each department should be included in the delivered package. For each transaction observation we require all relevant information regarding the transaction as well as all available information on the product purchased and the household that purchased the product (see below).
