Description
The Economic Research Service (ERS) of the United States Department of Agriculture seeks to purchase a geographically and demographically representative sample of U.S. household-based data on food purchases at restaurants, fast-food establishments, and other businesses selling prepared foods (food away from home or FAFH for short). These data are needed to support research on economic issues related to the nutrition and health of the U.S. population. The importance of these data for understanding food choices and nutritional outcomes has been growing as Americans? expenditures on FAFH expands. Findings are often disseminated by publishing in a variety of outlets such as academic journals and ERS publications. (ERS does not disseminate or publish proprietary, firm, or establishment level data.) In addition, ERS conducts staff analyses for internal use. Internal staff analyses are conducted for the Administration, the Congress, or the Department of Agriculture. ERS occasionally enters into cooperative agreements and memorandums of understanding with academics at Universities to assist us with research priorities and the implementation of economic analyses. The work may require that we grant access to the data. However, the agreements require that the data not be released to any other party and that the data be returned to ERS upon completion of the work. Cooperators are restricted by the provisions of the contract and may not publish or report any portion of the raw data, and may only publish results from the economic analyses. The estimated period of performance will be from date of award through September 30, 2007. Research Goals and Objectives Specific ERS research goals and objectives include: 1. Identify differences in FAFH consumption by region and customer/household demographics (including income, education level, age, and presence of children). 2. Measure the effect of FAFH prices on food choice by region and customer/household demographics. 3. Assess how low-income households differ in the FAFH choices they make and the prices that they pay. 4. Assess how households? FAFH choices change through their life cycle. For example, households with young children tend to favor fast food restaurants over sit-down restaurants. Older Americans are known to eat out less frequently than young adults. 5. Investigate the effect of different tastes and preferences across households on food choices. 6. Investigate the effect of different menu options on food choices. 7. Compare measures of food purchase behavior to measures of food purchase behavior in the National Health and Nutrition Examination Survey. Tasks 1. ERS seeks a geographically and demographically representative sample of U.S. FAFH purchase data. These data should include individual or party transaction level data for food purchased at restaurants, fast-food establishments and other businesses selling prepared foods for the years 2002, 2003 and 2004. The data should include a list of foods purchased by customer/party per eating occasion, total dollar sales by customer/party per eating occasion, average price paid per unit by customer/party per eating occasion, and information on whom within the party intends to consume the product. The data should include estimates for these measures both for all commercial establishments categorized by type (such as fast food, cafeteria, sit-down restaurants, take out places, etc ) Data should be delivered on CDs and should contain the data in plain text or SAS Files. These data should include a description of the FAFH universe. For each transaction observation ERS requires all relevant information regarding the transaction as well as all available information on the product purchased and the household that purchased the product (see below). 2. A data description dictionary that provides a full explanation of any abbreviated terms in the data and a listing of all the available common characteristics for categories within each department should be included in the delivered package. 3. A complete description of the sample design, including sample weights and other relevant data (such as strata and clusters) should be included in the delivered package. The data shall be delivered once before June 30, 2006. Data Requirements Customer and Household Demographics: Age Sex Frequency of FAFH purchases Consumer health information such as body mass index.
