- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology is seeking to purchase One (1) Infrared Reflectometer/Emissometer. ***All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) Infrared Reflectometer/Emissometer, which shall meet all required equipment specifications: (1) Size: The entire instrument must be portable (weigh up to 70 pounds including carrying case and battery) and capable of operating under battery power; (2) Wavelength: The minimum range of operation must be 3 micrometers to 35 micrometers; (3) Temperature: The instrument must provide measurements at room temperature (approximately 295 kelvin). Measurements at temperatures other than room temperature covering a range from 285 kelvin to 305 kelvin are acceptable, for cases other than room temperature, vendors shall provide temperature range capability of instrument; (4) Specimen size: The minimum size of the specimens must be 25 millimeters square or diameter; (5) Measurement Output: The instrument must provide spectrally integrated values (i.e. total) of reflectance and emittance (both normal and hemispherical). (6) Measurement Range (Reflectance): 0.05 to 1.00; (7) Uncertainty: The expanded uncertainty (k=2) of the spectrally integrated values (i.e. total) of reflectance or emittance (both normal and hemispherical) must be 3 percent (full scale), or better; (8) Repeatability: The repeatability of the measurement must be 1 percent (full scale), or better; (9) Onsite Installation and Training: The Contract shall provide installation for the infrared reflectance. Installation at, a minimum, shall include uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, and demonstration of all equipment. Training shall provide a thorough demonstration of all equipment, basic troubleshooting, and equipment operation. Onsite installation, training, and acceptance testing will be done at NIST, Gaithersburg, MD; (10) Reusable shipping container is required & freight must be included; (11) A One year warranty from date of installation on parts and labor is required; (12) Delayed Acceptance NOTE: The NIST Technical Contact will conduct acceptance tests on materials of known emittance within 10 days after delivery of instrument. Prior to final acceptance, values from vendor's instrument must agree within 1 percent, or better, of values from known samples. ***The Contractor shall state the warranty coverage provided for the instrumentation. *** ***Delivery shall be provided no later than 8 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** *** Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets the minimum required specifications as identified herein. *** ***Evaluation of Technical Capability shall be based on the information provided in the quotation.
