Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration, (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation, Restoration Center (F/HC3) located in Silver Spring, Maryland intends to establish a fixed price purchase order for a Human Dimensions (HD) Monitoring Project for the Community-based Restoration Program?s impact on stewardship with Dr. David Loomis of University of Massachusetts-Amherst based on the following reasons: 1) Dr. Loomis is one of the leading experts in the field of natural resources human dimensions; 2) Dr. Loomis led the 2004 NOAA workshop to assess human dimensions of habitat restoration and produced the findings, which have become Chapter 14 in Volume Two: Tools for Monitoring Coastal Habitats; and, 3) Dr. Loomis is familiar with the Center?s Community-based Restoration Program, understands the Center?s mission, and is familiar with the nascent Community-based Habitat Protection Program. (April 2004). The anticipated purchase order will have a duration of one year. Performance period will commence on or about 30 September 2005. The HD Monitoring Project measures the Restoration Center?s Community-based Restoration Program?s impact on stewardship. The HD Monitoring Project is designed to assist the Restoration Center in 1) achieving its goal of fostering environmental stewardship; and, 2) meeting the requirements of the 2000 Estuary Restoration Act (ERA). The project is also intended to supply baseline information to the Habitat Protection Division for development and implementation of their community-based habitat protection program. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication of this synopsis will be considered by the Government. Proposals can be faxed to Pam Stichweh at (816) 426-5067. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to the notice shall be evaluated based on the following criteria: 1) familiar with the purpose, content, and outputs of the 2004 human dimensions workshop; 2) ability to develop a detailed action plan for working with human dimensions researchers to develop a guidebook; 3) ability to convene one or more meetings to discuss and operationalize the goals and parameters from Chapter 14 in Volume Two: Tools for Monitoring Coastal Habitats guidance, and 4) review submissions from researchers; and 5) compile the results into a summary report/guidebook. The applicable NAICS code is 541990. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
