- In accordance with Simplified Acquisition Procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), intends to procure on a sole-source basis with Yale University School of Medicine, 310 Cedar Street, PO box 208023, New Haven, CT 06520 to continue to construct tissue microarrays (TMAs) of breast tumors and associated non-invasive breast tissues from the DCEG?s population-based case-control study in Poland to investigate the etiology of breast cancer. Tissue Microarray (TMA) technique, which permits the analysis of hundreds of tissue samples simultaneously using just a few slides, is ideally suited for epidemiological studies and Yale University has built TMAs for 840 invasive breast cancer tissues collected in the Polish case-control study. In addition Yale University has successfully been able to build high-quality TMAs containing non-invasive targets from breast tissues collected in the Polish study and has been able to demonstrate that the TMAs were satisfactory for immunohistochemical and immunofluorescent detection of estrogen and progesterone receptors. In this continuation study Yale University will continue to build TMAs of invasive breast cancer by arraying all eligible blocks collected from the Polish case-control study and build TMAs from non-invasive breast tissues including ?normal? terminal duct lobular units (TDLUs) and ductal carcinoma in situ (DCIS) collected from both invasive and ?normal? blocks in the Polish study. Yale University is the only vendor known to the NCI Researcher that can build the TMAs without the introduction of new variables in on-going research. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 12, 2005. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
