Description
In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis with Kaiser Foundation Research Institute, 3800 N. Interstate Avenue, Portland, OR 97227 to finalize the control population for an ongoing case control study to evaluate the progression from endometrial hyperplasia (EH) to cancer. DCEG is conducting a study of the progression from endometrial precursors to endometrial carcinoma, the most common gynecologic cancer in the United States. Endometrial hyperplasia (EH), a pathologic diagnosis that covers a spectrum of entities, sits somewhere along that progression, but its natural history is largely unknown. This study combines over 30 years? worth of epidemiologic, clinical, histopathologic, and tissue-based data to directly address the major obstacles to a better understanding of EH as a surrogate endpoint for endometrial cancer. This is the continuation of work and is needed due to unanticipated challenges in identifying and selecting controls for this study. The objectives of this procurement are to: 1) Confirm that each potential control remains at-risk of uterine cancer for at least 1 year after her stratum-specific censoring date (or each stratum-specific censoring date, for controls who appear in multiple strata); 2) Over-sample available controls with CAH at index biopsy, to accommodate the expected level of misclassification of EH type among selected controls who are diagnosed with CAH; 3) Preserve an equal probability of selection for each control in strata whose age- and date-matching criteria are expanded, by reviewing extra controls, if necessary; and 4) Incorporate these data into the controls datasets and overall study datasets. Kaiser Foundation Research Institute is the only vendor known to the DCEG that can finalize the control population for this ongoing case control study. There is no other contractor that has the access to this population and the expertise to finalize the control group for this study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 12, 2005.
