- The National Institutes of Health intends to negotiate on a sole source basis under FAR Part 12, Acquisition for Commercial Items, and will be made pursuant to the authority in FAR 13.5, the Test Program for Certain Commercial Items with Netlink Resource Group, 901-A King Street, Alexandria, VA 22314. Netlink is the only known source capable of providing the required supplies and services. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. The requirement is for upgrades to an existing Database System that was patched together by different developers to try to accomplish a wide range of tasks associated with the management of Royalties received and distributed by the NIH. The system has been in the process of being upgraded by Netlink Resource Group, Inc. and this requirement is for them to do additional upgrades. This System upgrades shall included at a minimum, but not limited to, the following characterisics and features: A. OFM Roraylty Databse Application: 1. Shall provide technology upgrades to >NET from Visual Basic 6, including greatly expanded functionality to include but not limited to the following: a. Shall provide more help screens and online documentation, and more wizards to perform complex tasks. b. Shall provide for easier entry of Royalty Distribution Form (RDF) information in multiple screens in different areas. c. Shall provide the ability to view-at-a-glance the distribution and disbursement history of a particular inventor. d. Shall provide the ability to view-at-a-glance the income and distribution history of a particular license. e. Shall provide direct access to the SOL Server database to run reports and to check the proper execution of functions. f. Shall provide adequate information printing facilities. g. Shall provide customizable search results. h. Shall provide for hard-coded distribution equations/business logic. i. Shall provide for hard-coded export file formats (CAS, Treasury, 1099, CIT). j. Shall provide for adequate mailing address handling. k. Shall provide adequate ability to handle exceptions from payment or pre-payment of inventors. l. Shall develop a wizard for payout process with the capability of manipulating exported text files and run task in a certain order. m. Shall provide capability for handling pulling and calculating the information from Interinstitutional Agreements (IIAs). n. Shall provide a direct way to fix errors in previous months' distributions. o. Shall provide capability to view saved audit trail in the database for payouts without direct access/intervention from tech support. p. Shall provide encryption of passwords, SSNs, and banking information stored in the database. q. Shall provide the ability to mark funds as being in suspense and then unmark them and include them in calculations. r. Shall provide alerts to immediately notify if license distributions don't add up to 100%. s. Shall provide capability to handle company/organization inventor recipients differently than individual inventors. t. Shall provide easily managed and ability to records updating during data transmission to Treasury. u. Shall provide ongoing technical support of the existing application including but not limited to, analysis of data entered and troubleshooting, for which some knowledge of accounting is helpful. v. Shall provide training of the staff in the use of the new application and related desktop support. 2. Shall provide technical support for the application and desktop assistance to staff. B. OFM Grants Reporting Application: 1. Shall allow for cut-and-paste EIN and Document Number entry from Excel to report generator. 2. Shall develop administration module and proper user interface for user-end maintenance of application. 3. Shall provide ability to export reports to MS Excel. 4. Shall allow for cut-and-paste EIN and Document Number entry from Excel to report generator. 5. Shall provide development on requested CAS/PMS Excel macros and modify existing macros as needed. Netlink is the only known vendor that can meet NIH?s requirements. This is not a solicitation for competitive quotations. However, interested companies may identify to the Contracting Officer their interest and capability to satisfy the Government?s requirements with a commercial item within 10 days of this notice at 3PM EST. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items, and will be made pursuant to the authority in FAR 13.5, the Test Program for Certain Commercial Items.. A determination by the NIH not to compete this proposed contract based on responses to this notice is solely within the discretion of the NIH. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement. Address responses to the attention of Zedekiah J.
