Description
The Federal Bureau of Prisons (BOP) anticipates award of a Firm-fixed price, performance based contract with a three year base and up to seven one-year award terms for the provision of a residential Community Corrections Center (CCC) services for male and femal Federal offenders located in the Orlando (Orange County), Florida area. It is up to the prospective contractor to propose how they provide the CCC services which include care, custody, control, accountability, and treatment, including subsistence in the operation of the CCC while following the guidelines as stated in the Performance Work Statement (PWS). The CCC must be able to accommodate 70 (64 male and 6 female) inmate bed spaces for the three-year base period and for each seven one-year award terms (contractor can earn as incentive). The requirements are as follows: Base Year # 08/01/2006 - 07/31/2009 - 76720 inmate days; Award Term #1 08/01/2009 - 07/31/2010 - 25,550 inmate days; Award Term #2 08/01/2010 - 07/31/2011 - 25,550 inmate days; Award Term #3 08/01/2011 - 07/31/2012 - 25,620 inmate days: Award Term #4 08/01/2012 - 07/31/2013 - 25,550 inmate days; Award Term #5 08/01/2013 - 07/31/2014 - 25,550 inmate days; Award Term #6 08/01/2014 - 07/31/2015 - 25,550 inmate days; Award Term #7 08/01/2015 - 07/31/2016 - 25,620 inmate days. Award terms are earned based on the contractor evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ?Acceptable? and above to earn Award Terms 1 & 2. In order to be awarded each of the last five one year award terms, the contractor must received a Contractor Evaluation rating of ?Very Good? for the evaluation periods ending the fourth, fifth, sixth, seventh, and eighth contract years. The solicitation will be available on or about October 3, 2005 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP200-0880-SE will be on or about December 2, 2005. All responsible sources may submit a proposal which will be considered by this agency. Faith-Based and Community-Based organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. No collect calls will be accepted. No telephone requests or written requests for solicitation will be accepted.
