Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice is issued under Request for Quotation (RFQ) 133303, using Simplified Acquisition Procedures (SAP) under Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) is 421490. The provision and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 05-05. This notice should result in a Firm-Fixed Price, one-time buy, based on a Best Value determination for two (2) commercially available, VSC 5000 Workstations with the following specifications: (1) Shall provide full color and IR imaging with image resolution integration and magnification incorporating a color/IR high-resolution 3CCD digital Firewire camera with a motorized zoom lens and supplementary lens color and monochrome video camera; (2) Shall have PC control through Windows XP software to allow accessability to import saved files into other software where document images, spectra, color coordinates and chromaticity diagrams may be archived; (3) Shall have automated analysis capability, and an integral microspectrophotometer for quantitative result representation on reflectance and luminescence of ink and paper. Camera: (1) 1360 x 1024 pixels with 10x motorized zoom lens (2) Motorized supplementary lens providing magnification of approximately 85 x, automatic iris and manual override; (3) Motorized back focus control; (4) Internal camera filter turret containing 17 positions; (5) Secondary internal continuously variable interference filter. Light Sources: (1) Incident (flood) IR/visible tungsten halogen reflector light source with variable intensity control; (2) Transmitted IR/visible light source with variable intensity control; (3) Transmitted IR/visible halogen lamp with intensity spot; (4) IR/visible (twin) side lighting with variable angle selection; (5) Co-axial illumination; (6) High intensity tungsten halogen with high-pas and low-pass filters for a total of 78 wavebands of illumination available; (7) Short, mid and long range incident UV light sources; and (8) Transmitted UV light source (internal) with safety interlocked protection panels for operation or mid and short-wave UV light sources. Microspectrophotometer: (1) 400 to 1000nm range; (2) 3.5nm incremental step (nominal); (3) Absorption, reflectance, fluorescence and transmittance spectra; and (4) Measurements and tristimulus color coordinate presentation. Computer: (1) Windows workstation WIN XP; (2) At least a Pentium P4 2.66 GHZ computer with CD ROM x 48 256 MB SD RAM; (3) DVD/CD writer DRU 510; (4) Dual input network card 10/100 (internal on mother board); (5) 2 x USB ports; and (6) 1 x FireWire PCI card. Software: (1) Windows XP operating system; (2) IPI module; (3) Automatic searching of high intensity spot illumination and camera filter combinations; (4) Casework management system; (5) Ability to store and recall parameter setting; (6) Pull-out image gallery of all recent work; and (7) Software updates for 2 years. Monitor: 21 inch with 1600 x 1200 resolution. Delivery should be within 90 days or sooner after receipt of order. Offers shall be for FOB Destination. The ship to address is FBI Laboratory Building 12, 2501 Investigation Parkway, Quantico, Virginia 22135. The following FAR provisions and clauses are incorporated by reference and apply to this solicitation. FAR Provision 52.212-1 Instructions to Offerors-Commercial Item (JAN 2005), FAR 52.212-2 Evaluation-Commercial Items (JAN 1999), FAR Provision 52.212-3 Offeror Representations and Certifications Commercial Item (JAN 2005). All FAR clauses and provisions may be obtained from the General Services Administration, Federal Acquisition Regulation website address http://www.arnet.gov/far/. Award will be made to the responsible, responsible offeror whose quote conforms to this solicitation and is the Best Value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical capabilities and (2) price. Technical quotes shall be on company letterhead, accompanied by completed representations and certifications, clearly marked RFQ 133303 and submitted to the address listed above no later than 2:00 p.m., EDT, September 12, 2005. Offerors responding to this solicitation must provide their DUNS and Tax Identification Numbers. The awardee shall also be required to submit a completed Standard Form 3881, Automated Clearing House Vendor/Miscellaneous Payment Enrollment Form, in accordance with FAR Clause 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (MAY 1999). All quotes must be received at the above address on or before the date/time specified in this announcement. Facsimile quotes will be accepted in accordance with FAR Provision 52.214-31 Facsimile Bids (DEC 1989). Facsimile quotes must also be received by the date/time specified in this solicitation with the hard copy to immediately follow via mail. Please note that if you elect to mail or overnight your quote, for security reasons, all outside mail addressed to FBI Headquarters. So, allow enough time for delivery. Only the facsimile quote needs to be date/time stamped by the due date/time. Offerors are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late and shall be handled in accordance with FAR Provision 52.212-1 (f) JAN 2005).
