- TOP OF THE ROCK CLUB (TORC) Food Services Concessionaire Contract Lajes Field is seeking a food service provider who can provide quality service, a variety of food choices, flexibility in schedule, and creativity in managing the food portion (the bar and beverage portion will not be contracted out) of the Top of the Rock Club (TORC) in Bldg T-121 on Lajes Field. The TORC?s mission is to provide sit down family dining experiences, official dining functions, special occasion functions, a meeting place, and a social gathering place for Lajes Field personnel. There are approximately 2,000 military and family members, 100 U.S. civilian workers, 1,000 local nationals? employees, and 1,000 Air Base 4 employees and families authorized to use the TORC facilities. The TORC currently provides daily and nightly meals, regularly hosts monthly meetings and ceremonies that may include light refreshments, special functions, and holiday functions. There are currently several other places for employees and families to eat on Lajes. These include: Burger King, a fast food restaurant that serves hamburgers and chicken Ocean View Island Grill, which serves pizza, hamburgers and other American style food Subway, which serves hot and cold sub sandwiches Frank?s Franks, which serves hot dogs and nachos Sargentos, which has two locations and serves traditional Portuguese food. The TORC operations should not compete with the above restaurants on base but instead should provide an alternative place to eat that offers a variety of items. The TORC currently uses an Air Force approved menu program and recipe cards to plan for meals. The contractor will be required to use the revised Air Force Clubs Core Menu program available via compact disk will be provided prior to the solicitation closing date of September 13, 2005 for Phase I, upon request. Please contact the 65th Contracting Office using the contact information contained at the end of this synopsis to acquire a copy of the compact disk listing Menu Items, formats, etc. This is not mandatory or required information, just good information to have at your request. We are looking for a contractor who can creatively and efficiently manage the food operations portion of the TORC and meet the needs of Lajes Field personnel. The Contractor?s proposal should include a variety of food types to satisfy our customer?s desires, but it should not be just Portuguese food. A core menu items list is included as Attachment 8 entitled, ?Mandatory Core Menu Items List? of this solicitation. The contractor has the flexibility to propose how they would manage the food operations portion. The Government will furnish the building, kitchen equipment, utilities, etc., in accordance with Attachment 4 entitled, ?Statement of Work?. A site visit with a question and answer session with club management and base senior leadership was held August 24, 2005. Questions and answers are posted as Attachment 11 entitled, ?Industry Day? Meeting Minutes to allow all offerors a better understanding of this requirement aid in developing their proposal. ?This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars.? A site visit will be conducted on a by request basis to provide an opportunity to view the existing food service facilities and operations. Interested parties have an option of attending a site visit on September 7, 2005 between the hours of 14:00 ? 15:00. Prospective attendees must notify the 65th Contracting Squadron no less than two (1) day prior to the designated visitation date. The notice must include the full names of attendees and company name. Prospective attendees are advised of potential delays associated with entry onto Lajes Field due to security requirements. Please schedule your time accordingly. THIS PROCUREMENT IS RESTRICTED TO THIS ACQUISITION IS RESTRICTED TO COMPANIES OWNED AND OPERATED IN MAINLAND PORTUGAL AND ITS TERRITORIES IN ACCORDANCE WITH THE BILATERAL AGREEMENT BETWEEN PORTUGAL AND THE UNITED STATES DATED 1995.
