Description
Force Battle Command Brigade and Below (FBCB2) Applique V4 Computer  Night Vision Filter: Request for Information (RFI) Issued by US Army, PM FBCB2, Ft Monmouth NJ, 07703 Background PM FBCB2 is considering the utilization of Night Vision Filters on the FBCB2 display to minimize the detectability/vulnerability of the host ground platform. Open vehicles (eg; HMMWV) equipped with FBCB2 are particularly vulnerable. There are currently a pproximately 11,000 legacy FBCB2 displays in the field. Goal of the RFI The primary objective of the RFI is to identify the capability of potential sources of supply. Considerations " Filter technology shall not require modification to the existing FBCB2 Display " Filter shall minimize FBCB2 Display detectability and vulnerability to the scotopic eye and personnel equipped with Gen II & III Night Vision Goggles (NVG) " Filter shall be easily removed and replaced from FBCB2 Display " Filter shall be rugged and able to withstand military environmental extremes IAW the Performance Specification for the FBCB2 Applique V4, version 3.1.b, dated 2 October 03. For example, the FBCB2 operating temperature requirements are -30F to 140F. " Filter shall permit intelligible viewing of the FBCB2 Display with scotopic eye and personnel equipped with NVG (Gen II & Gen III) " Filter shall minimize impact to FBCB2 Display touch screen sensitivity " FBCB2 Computer Displays are characterized in the Performance Specification for the FBCB2 Applique V4, version 3.1.b, dated 2 October 03 (The specification is for information purposes only and do not reflect the display end state with potential filter i n place): " Excerpts from the Performance Specification for the FBCB2 Applique V4, version 3.1.b, dated 2 October 03 can be furnished via e-mail upon request Information Requested The information supplied in any response to this request should address, but not be limited to, the following. " Provide product specifications to include reliability and environmental specifications " Provide test data/reports that: o Demonstrate the mitigation of detectability and vulnerability to the scotopic eye and personnel equipped with Gen II & III Night Vision Goggles (NVG). o Address the intelligibility and touch screen sensitivity issues o Detail the performance and environmental test compliance " Provide estimated cost for range quantities of 500 to 10,000 units with price breaks as appropriate " Provide availability data to include references (if any) from other DOD users. " Provide concept for filter remove and replace procedure on the FBCB2 Display " Provide a production or production representative sample for government review This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The Government does not intend to make any award on the basis of responses nor otherwise pay for the preparation of any information submitted or the Government's use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information receive d. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this request for information or the Government's use of such information as either part of our evaluation process or in d eveloping specifications for any subsequent requirement. Responses will be held in a confidential manner. Any proprietary information should be so marked. All respondents are asked to indicate the type and size of your organization, e.g., Large Business, Small Business, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Business, Women-Own ed Business, 8(a), Historically Black College or University/Minority Institution (H BCU/MI), educational institution, profit/non-profit hospital, or other nonprofit organizations including those within the federal government. Responses should be limited to a maximum of 10 pages and should be identified with RFI  Night Vision Filter. Responses are due by September 30, 2005.
