SOLICITATION INFO: This solicitation will be issued without a proposal receipt date and time due to ongoing litigation. After issuance of the solic itation an amendment will be issued that establishes proposal receipt date and time or cancels the solicitation. Response date posted on the synopsis is anticipated date of the amendment. DESCRIPTION: SOLICITATION DOCUMENTS INCLUDING DRAWINGS WILL BE AV AILABLE ON THE WEB PAGE ONLY. The work will consist of dredging of navigation channels near port, and navigation lock facilities at five sites on the Snake and Clearwater Rivers. These sites include 1) Snake and Clearwater River Confluence; 2) Lower Gran ite Downstream Navigation Lock Approach; 3) Lower Monumental Downstream Navigation Lock Approach; 4) Port of Clarkston; and 5) Port of Lewiston. Dredging will be by clamshell, backhoe, or dragline. Total volume of dredged material for all five sites is approximately 450,000 cubic yards. Disposal will be in-water at River Mile 116. ADMIN INFO: The estimated cost range for this job is between $1,000,000 and $5,000,000. The standard industrial classification code (SIC) is 1629 and the North American Ind ustry Classification System (NAICS) code is 237990. The small business size standard is average annual receipts for the previsous three fiscal years must not exceed $17,000,000. If a large business is selected for this contract it must comply with FAR 52 .219-9 regarding the requirement for a subcontracting plan on that portion of the work it intends to subcontract. The intended subcontracting goals are that a minimum 50.9% of the contractors intended subcontract amount be placed with small businesses inc luding 8.8% with small disadvantaged businesses. The plan must contain a goal of 7.2% with women-owned small businesses, 2.9% with historically underutilized businesses (HUBZone) and .5% with service-disabled veteran owned small businesses. The plan is n ot required with the submittal of a bid. All responsible business sources may submit an offer, which may be considered.
