Description
Sources Sought/Notice of Intent to Negotiate with One Source. The proposed contract action is for services for which the Government intends to solicit and negotiate with Parsons Brinkerhoff, Quade & Douglas, Inc. (Parsons), to modify the original de sign of the contract 1B Plans and Specs for the South Sacramento County Streams Flood Control Improvement Project. Parsons will be requested to perform efforts to modify their original design of the Contract 1B Plans and Specs for the South Sacramento Cou nty Streams Flood Control Improvement Project. Parsons was the original designer of these plans and specs and retains the necessary experience and expertise to perform the required modifications within the compressed timeframe required to have the design revised and the Plans and Specs ready to advertise NLT the beginning of the 2nd quarter of FY 2006 allowing construction to begin as scheduled in May of 2006. These design modifications are required as a result of revisions to the basis of the original de sign, the need for which was discovered by the Corps subsequent to Parsons completion of the design. Parsons was also part of the team that designed the modifications to the original project, and retains an intimate knowledge of the requirements for the revised plans and specs. The Government intends to solicit and negotiate with Parsons under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, unless, as a result of an analysis of a cceptable responses to this notice, a determination is made by the Government to issue a competitive solicitation. The Sacramento District Corps of Engineers (The Corps) is seeking to identify sources that are uniquely qualified to develop the necessary r evisions to the plans and specs. Interested persons may identify their interest and capability to respond to the requirement. Information furnished, as a minimum, should include appropriate technical information and professional qualifications that demonstrates the firms ability to meet the minimum requirements listed as follows: 1). Interested firms must be a licensed professional architect and engineering firm. 2). Information furnished must provide specific detail of applicable technical and professional qualifications, in additio n to demonstrating familiarity with the basis of the project design for the South Sacramento Country Streams project, including the original design and modifications required as part of the revised hydraulic analysis data. 3). Information furnished must d emonstrate the interested firm has superior familiarity with the Corps design review process, change documentation system and quality assurance process. 4). The firm must be able to meet the constrained schedule as described above, and provide evidence o f having the resources to do so. Information furnished, as a minimum, should include applicable technical information and professional qualifications that demonstrates the firms ability to meet the minimum requirements listed above. Responses should be limited to a maximum of 10 pages, total, utilizing a minimum of 10 point font size. Oral or facsimile responses will not be accepted. However, all information received within forty-five calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete th is proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If the Government dete rmines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be plac ed in FedBizOpps announcing the acquisition; otherwise, the Government will proceed with negotiations with one source with no further notice.
