Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation No. 201815Q027 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. This acquisition is 100% set-aside for small business. The NAICS Code #332999. The small business size standard is 500 employees. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. BACKGROUND: The U.S. Fish and Wildlife Service, Anahuac National Wildlife Refuge located 18 Miles SE of Anahuac, Texas off FM 1985, requires contractor to furnish all plant, labor, materials services, and equipment to perform all work in connection with the construction of a new water control structure/aluminum box culvert for the Gator Trail Bayou Site located on the Anahuac National Wildlife Refuge herein with, and in strict conformance with the applicable drawings. GENERAL DESCRIPTION: Price to include delivery to the Anahuac National Wildlife Refuge: 1. Aluminum Box Culvert 1 ea Unit Price___________________ Note: To obtain copies of applicable drawings, please contact Lisa Rodriguez, Contracting Officer, Ph: 505-248-6625 or via e-mail at lisa_rodriguez@fws.gov. Price needs to include all applicable local, state and federal taxes. The delivery is to be made during daylight working hours and no later than 4:00pm central standard time. Delivery is to be made from Monday through Friday, with the exception of observed holidays. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past performance; 2. Technical; 3. Price. Past Performance and Technical, when combined, are of greater importance when combined, when compared to price.
