Description
The U.S. Department of the Interior, Minerals Management Service (MMS) intends to award a firm fixed price contract for the reprocessing of approximately 800 line miles of 2D-4C data which will be used to fulfill MMS requirements in performing an assessment of potential hydrate resources on the Gulf of Mexico Outer Continental Shelf. The scope of the work is to reprocess the original field data and provide MMS with the 2D-4C reprocessed seismic data extending from the seafloor to sub seafloor depths of 500 to 600 meters and seismically derived estimates of hydrate gas saturations along each profile. Specially reprocessed geophysical data with this specific target depth has been found suitable in estimating natural gas hydrate saturations in sediments of the deep water Gulf of Mexico. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement by providing clear and convincing evidence of their ability to perform the services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the purchase order will be awarded without further notice. The North American Industry Classification System (NAICS) code for this action is 211 Oil and Gas Extraction.
