- This synopsis, and applicable amendments, is posted to both the Federal Business Opportunities (FBO) page located at HTTP://www.eps.gov and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Hard copies will not be provided. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. In accord with FAR 6.302-1, the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to solicit Flomerics Inc located at 4 Mount Royal Avenue, Marlborough MA 01752-1948, on a sole source basis, for delivery of 4 each Microstripes Perpetual, Node (machine) locked Additional Solver software licenses for current license owners. Delivery FOB-Destination to NSWCDD within 10 days of order award. Standard commercial documentation/manuals and warranty shall convey. This 3D electronic simulation software has the following minimum salient characteristics: The required software product will enable the Navy to simulate the interference between antennas installed on a ship platform and the installed performance of the antenna (return-loss and radiation pattern). The software will utilize the 3D TLM method, so that large complex problems can be handled and compact models for wires, apertures and composite panels integrated with the field solution. The software will use octree-based multi-griding enabling fine grids to be mixed with coarse grids, to minimize the overall problem size. The software will enable the Navy to simulate the effect of Radar Absorbing Materials. The solver will be available for 64-bit parallel computing platforms to enable scalability. In addition to the salient characteristics, the requirement is considered sole source because the Flomerics software is a proven technology for Navy programs. Alternative software would require the Government to engage in software re-design (with the cost of new software, software testing, and engineering analyst training) that would be additive to the price of the current requirement for specified software and substitution of a new software product would be expected to result in schedule slippage. The Government will consider statements, from all responsible sources, which evidence capability to provide the required items within the required delivery schedule, submitted via email to XDS13@nswc.navy.mil: please reference synopsis number N00178-05-Q-3064 when responding. Capability statements that do not evidence ability to deliver licenses for software product with the required minimum salient characteristics within the required schedule will not be considered. Offerors must submit capability statements within 7 days of synopsis publication. Closing date is 9 September 2005 at 2:00 pm EST. Award will be subject to Simplified Acquisition Procedures, in accordance with FAR 13, and procedures for acquisition of commercial items, in accordance with FAR Part 12. Successful offeror will complete and submit representations and certifications at FAR 52.222-22 and 52.222-25 and shall be registered in the Central Contractor Registration database. Estimated award date is 26 September 2005.
