- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-05-T-1015. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-05 and DFARS Change Notice 20050901. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. This is a sole source action with Robert O?Connell (Proprietor), Pebble Beach, CA. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing: Services to teach SO 3882 Deterrence, Coercion & Crisis Management and SO 3250 Anatomy of Intelligence 1 section each during Fall Quarter 2006. CLIN 0001 (1 ea) ? SO 3882 Deterrence, Coercion & Crisis Management. This course surveys current theories of deterrence and coercive diplomacy, relating them to a variety of applied problems in crisis management. Special attention is given to political psychological factors, crisis ! communication styles, extended deterrence and the implications of proliferation of weapons of mass destruction for conventional deterrence. CLIN 0002 (2 ea) SO 3250 Anatomy of Intelligence This course will be devoted to providing students with an improved understanding of the structure, capabilities, and shortcomings of U.S. intelligence, with particular emphasis being placed on Special Operations (SO) and Information Operations (IO). In general, the course approach will be from the general to the specific ? beginning with an orientation aimed at familiarizing students with the basic nature of the U.S. Intelligence Community (IC), followed by a closer look at the issues surrounding the provision of intelligence to SO and IO. Deliverables: Delivery of one section of SO 3882 that shall include preparation and delivery of classroom lectures (including worked examples), preparation and grading of examinations and quizzes, preparation and submission of final student grades, ! and at least five hours per week of regularly scheduled office hours for student questions and inquiries. Contractor shall also provide thesis advising to students and be available for faculty consults. Delivery of one section of SO 3250 that shall include preparation and delivery of classroom lectures (including worked examples), preparation and grading of examinations and quizzes, preparation and submission of final student grades, and at least five hours per week of regularly scheduled office hours for student questions and inquiries. Contractor shall also provide thesis advising to students and be available for faculty consults. Period of Performance: 24 September 2005 through 31 December 2005. FOB Destination. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). However, the Government will consider all proposals received within 8 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility with the meaning of FAR Part 9, and acceptance to the provisions set forth herein.
