Description
NAICS Code: 541380 EPA intends to award a sole source procurement on or about September 19, 2005, to Russell Fairey/Coastal Conservation and Research, Inc., pursuant to 41 U.S.C. 253(c)(1):--Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. EPA's Office of Research and Development (ORD), National Exposure Research Laboratory has a need for collection of specimens of estuarine invasive species found in California, Oregon, Washington (USA) and British Columbia (Canada). Russell Fairey and Coastal Conservation and Research, Inc., have the special expertise, training, and unique and precise knowledge in the field of estuary ecology and experience in sampling near-shore species across Pacific coast estuaries, to perform the Statement of Work. Statement of Work: This research involves the collection of specimens for tissue samples from near-shore estuarine environments. The contractor shall conduct geographic sampling of localities known to support populations of the following estuarine invasive species of concern: Nippoleucon hinumensis, Mya arenaria, Pseudopolydora paucibranchiata, Pseudodiaptomus marinus, Pseudodiaptomus forbesi, Melita nitida, Jassa marmorata, Grandidierella japonica, Nematostella vectensis, Bugula stolonifera. Specimens of the aforementioned species shall be collected at specific localities (to be identified in the contract). At least 5 to 50 individuals of each species shall be collected at the identified sampling localities. Because the abundance and distribution of the aforementioned species may vary geographically and temporally, the contractor shall consult with the project officer on the feasibility of collecting specimens of all listed species pending an initial assessment of species occurrences and relative abundances at collection localities to be identified. In the event that one or more of the aforementioned species cannot be suitably collected at the majority of the identified collection localities, the species shall not be collected and suitable alternatives shall be identified by the project officer. A final list of species and sites shall be compiled and agreed upon before further sampling commences. All specimens taken shall be stored in 95% ethanol in a non-breakable and re-sealable container. All specimens shall be shipped to the US EPA Molecular Ecology Research Branch at 26 West Martin Luther King Drive, Cincinnati, Ohio, 45268. Samples shall be accompanied by a sample information report that includes information on when the sample was taken, which location the sample was taken from, and general conditions and personnel associated with the sampling event. Shipping of samples shall be expedited (e.g. next-day delivery) and must follow standard requirements for transport of hazardous chemicals. Shipment of samples shall be done no longer than five business days after being collected. The level of funding for this contract shall support costs associated with specimen collecting, including, but not limited to, research and sampling supplies, travel expenses, salaries for field assistants, and time commitments from highly trained personnel. Technical/Scientific Criteria: For any offeror to be considered qualified to conduct this study, the following areas are identified (of equal importance) and must be addressed in the capability statement: (1) knowledge of Pacific coast estuarine invasive species biology related to habitat use, distribution and abundance (2) geographical expertise and knowledge of Pacific North America coastal regions as related to the biogeography of estuarine and marine species distributions (3) expertise in collecting scientific specimens from benthic sediment, rocky intertidal, fouling, semi-aquatic vegetation, shallow water column and deep water column habitats. The capability statement must also address the qualifications of personnel, including the description of specific, relevant experience and availability of personnel in providing services similar in scope to those described in the Statement of Work. Offerors will be evaluated on the adequacy of the types of personnel who will form the team, their experience, and their educational background. Disciplines expected to be needed to complete the effort include, but are not limited to: marine biology, community ecology, and oceanography. Any past performance for similar work completed during the past three (3) years and those currently in process must also be provided. No Request for Quotation is available and this notice of intent is not a request for competitive quotations. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Karen Watson at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the technical/ scientific criteria. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the government, a purchase order will be placed with Russell Fairey/Coastal Conservation and Research, Inc.
