Description
NASA/ARC has a requirement for system maintenance for a JEOL JEM-2000FX Transmission Electron Microscope. The TEM is equipped with a thin-window, light-element-sensitive X-ray spectrometer for high spatial resolution microanalysis, and a low-drift-rate, double-tilt cryostage for microbeam experiments. Twice per year, routine maintenance shall be performed on the instrument. This routine maintenance will consist of dismantling of the instrument including peripheral instrumentation, cleaning of all aperatures, lens check and cleaning, system reassembly, beam alignment, check and clean of sample exchange chamber, check and replacement of goniometer o-rings as necessary, and replace beam filament as necessary. Verification of system performance per company instrument specification. Whenever the instrument becomes inoperable or fails to perform to specifications due to a failure associated with the instrument, and the said failure is not a result of operator error, abuse, or misue, an engineer will be provided to make the appropriate repairs during regular business hours at no additional charge. An engineer will be sent out within 5 days of calls for emergency service.All replacement parts covered during routine or emergency service. NASA/ARC intends to purchase the items from JEOL USA, Inc. as the TEM and scanner is a proprietary design built by JEOL. The system is relatively old and must be tuned accurately for optimal performance. JEOL has been performing the maintenance on this instrument since its installation and understands the tuning that is required. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2005 through mail or email (tvu@mail.arc.nasa.gov). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
