- NASA/MSFC has a requirement for the following brand name only items: 1. Configuration EPROM EPC16QC100 manufactured by Altera Corporation - 12 each 2. FPGA EP20K1000EFC33-2X manufactured by Altera Corporation - 12 each 3. High-Speed Dual Port Static Ram IDT70V28L15PF manufactured by IDT - 12 each 4. 96-Pin Connector M55302/131-01 manufactured by AVX - 20 each 5. Microminiature D Connector 5-1532126-1 manufactured by Tyco - 43 each This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This acquisition is for brand name only, pursuant to FAR 11.105, for the acquisition of a particular brand name, product, or feature that is essential to the Government's requirements. Maximum competition is impractical for the following reasons: 1. The items are components to be inserted on custom printed circuit boards used in the Space Shuttle Main Engine Controller (SSMEC) Hardware Simulation Laboratory (HSL). The new boards must match existing printed circuit boards. The functionality required is component pin function and physical form factor. Interface of another manufacturer's components to provide this functionality isn?t technically feasible within the cost and schedule constraints of the project because the existing circuit boards would have to be modified to interface with another manufacturer?s components. Market research performed through internet searches indicates that no other manufacturers parts fit the pin function and physical form necessary to be installed on this circuit board. 2. Marshall Space Flight Center has a substantial investment in the design of this circuit board, prior builds of this board, and in the tools necessary to design, build and program boards with Altera FPGA parts, which is estimated to be at least $150,000. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than September 8, 2005. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
