- Description
- NASA/JSC has a requirement for a 4-week senior executive fellowship program. The focus of the program is to provide upper-level management with the skill set to be able to use diverse leadership roles in solving problems by using more effective problem solving skills. The requirement is for 3 NASA/JSC employees to attend the 4-week program. The senior executive fellowship program will begin on October 23, 2005 and will conclude on November 18, 2005. NASA/JSC intends on procuring this requirement from the John F. Kennedy School of Government at Harvard University on a sole source basis. Harvard University's program was selected due to the fact that the university has a tailored senior executive program, which matches NASA's strict requirements for senior executive training. The Harvard University program has been pre-screened and deemed acceptable by NASA Headquarters in Washington D.C. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
