Description
The National Science Foundation (NSF) intends to solicit a proposal from and negotiate a contract with JMS Naval Architects (JMS), for a comprehensive Research Vessel Inspection Program for NSF and University-owned vessels that participate in the University-National Oceanographic Laboratory System (UNOLS). UNOLS is an organization of 61 academic institutions and national laboratories involved in oceanographic research and joined for the purpose of coordinating oceanographic vessels schedules and research facilities. One of the primary functions of UNOLS is to ensure the efficient scheduling of scientific cruises aboard the 25+ research vessels located at 20 operating institutions in the UNOLS organization. Many of the cruises result from grants issued by NSF for scientific research. Many of the vessels in the UNOLS fleet are owned by NSF and/or heavily dependent upon NSF for vessel operations and maintenance funds to support the scientific research. It is, therefore, incumbent upon NSF to ensure that the highly specialized research vessels are fully mission-capable, safe, and seaworthy. The Research Vessel Inspection Program is essential to maintaining the capability of the research fleet in carrying out NSF?s mission. JMS Naval Architects possesses specialized expertise in what is required of UNOLS research vessels for the safe and successful performance of ocean science. This expertise includes a highly specialized knowledge of science systems required for ocean research, as well as research ship design and operations. JMS Naval Architects? ties to the UNOLS community and familiarity with the UNOLS fleet of research vessels has been integral to the critical cross flow of information among vessel operators in the conduct of oceanographic research. The Independent Government Cost Estimate for the anticipated four-year period of performance is not expected to exceed $500,000.
