Description

Under the authority of FAR 6.302-1, it is the Government?s intent to award a sole source agreement for facility upgrades within a unique underground leased facility. The Office of Personnel Services (OPM), Centers for Federal Investigative Services (CFIS) is located in a lessor?s facility that is governed by mine safety regulatory statues. OPM, CFIS deems it appropriate to award a fixed price agreement on other than a full and open competitive basis to Iron Mountain Records Management, Inc. The basis for this award is that no other contractor can reasonably provide the services within this facility. The lessor regulates access and controls all renovation projects within the facility domain therefore use of another contractor would incur statutory liabilities and substantial additional/duplicated costs that the government could not reasonably expect to recover through competition. Furthermore, any delay in accomplishing the agency?s mission requirement would lead to detrimental degradation within the facility space. This is not a solicitation for proposals, an invitation for bids, or a request for quotations. Furthermore, it does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of data or any other costs incurred in response to this announcement. This is not a solicitation for offers but rather a notice of OPM?s intent to award a sole source agreement. This notice is for information only, and may represent the only official notice. No solicitation document is available and telephone requests will not be honored. No agreement will be awarded on the basis of quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed agreement based on this notice is solely within the discretion of the Government.
