Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Galveston Laboratory, located in Galveston, TX intends to establish a fixed price purchase order for Distribution of trap fishing and effects on habitats in coral reef ecosystems on a sole source basis with University of Puerto Rico ? Mayaguez, Department of Marine Science based on the following reasons: 1. The University of Puerto Rico-Mayaguez has access to the expertise, historical data, two years of previous work on this specific project, and necessary staff to conduct the required work and provide the information NOAA/NMFS needs to complete the work required; 2. No other organization is known to have the expertise, historical data and access to the trap locations necessary to conduct the work required. The anticipated purchase order will have a performance period from date of notice to proceed through December 31, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Proposals can be faxed to Carey Marlow at (816) 426-5067 or (816) 426-7530. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1. Demonstrated technical ability to successfully provide the expertise, historical data, and access to trap locations; 2. Demonstrated ability to conduct surveys with trap fishers interviewing a minimum three fishers. 3. Demonstrated ability for conducting surface vessel surveys of fish trapping locations using GPS and diver surveys of trap-related habitat damage. 4. Experience in collecting underwater video of trap deployment and retrieval as well as underwater video of trap habitat damage. 5. Access to and capability to provide captain, divers, boats, boat fuel and maintenance, and dive tank rentals/refills for at least 20 days of field operations. The applicable NAICS code is 541620.
