- The 347th Contracting Squadron/MSCB is seeking sources to establish a Blanket Purchase Agreement (BPA) for the following: SCOPE OF WORK: Contractor will provide all supervision, labor, materials, tools, transportation, and incidentals necessary to perform scheduled maintenance on materials handling equipment, 347th Logistics Readiness Squadron, Moody Air Force Base. SPECIFIC INFORMATION: Contractor shall perform maintenance only when requested by services receiver on site where MHE is housed, including buildings 645, 647, 659, 758, 773, and 932. The purpose of scheduled maintenance is to increase the service life of MHE and ensure equipment is maintained in a safe operating condition in accordance with applicable Air Force and Department of Defense directives/instructions. Expenditures for replacement of worn or damaged parts, other than specified scheduled maintenance, will only be accomplished after approval of LRS representative. Check for any erratic operation of MHE such as plugging, steering, brakes, lifting, etc. 2. Make visual check of truck for safety hazards, i.e., broken welds, chains, limit switches, and unauthorized modifications. 3. Operate and check all functions including brake test and plugging. Note any irregularities and unplug battery. 4. Remove all covers, clean with air and solvent as needed. If solvent is used, wipe off excess and blow dry with air compressor. Inspect for leaks, loose wires, nuts, bolts, loose, or missing hardware, missing parts and safety decals. Inspect MHE for metal fatigue and cracked welds. 5. Check hydraulic filter. Replace oil and filter if needed/applicable. Annotate date and hour meter reading on filter at time of installation. 6. Raise drive-end and block for safety. Inspect steering and caster. Check steering chain and linkages. Inspect drive and caster tires for wear and inspect worn bearings. 7. Inspect motor brushes and condition of armatures. Inspect motor cables and connections. Inspect mounting bolts. Operate drive motor and check condition of drive unit for gear play if applicable and unusual noise. 8. Check brake cylinders and lines for seepage and wear. Inspect linkage and movable parts. 9. Inspect all electrical components (contactors, coils, wiring, limit switches). 10. Inspect lift and auxiliary pumps for operation and leaks. Operate lift and auxiliary and note any unusual noise (possible coupling wear). 11. Inspect all hydraulic lines for leaks and chafed lines. Check all hydraulic cylinders for damaged pistons and worn packings. 12. Visually inspect controller for damaged gears and handles. Lubricate moveable parts. 13. Inspect carriage and scissor assembly for wear and loose bearings. Inspect channels for wear and loose bearings. 14. Check battery disconnects and plugs. Check water level and battery rollers.. 15. Check for adjustment and lubricate spool valve levers, and check hydraulic connections for oil seepage. 16. Lubricate MHE and clean excess grease from fittings and surrounding areas. Inspect lift chains and lubricate. Also inspect load wheel(s). 17. Check MHE for electrical grounds. 18. Clean electrical side of MHE. 19. Operate and check all functions again for safe operating condition. 20. Provide product updates. 21. Furnish listing for any repairs that should be made, but weren?t completed. The performance period is one year (1 Oct 05 through 30 Sep 06) with four one-year option periods, unless either party cancels the agreement by providing a 30-day written notification. Please indicate your interest as a potential source for this BPA by providing a price list for all services to be provided under resultant BPA for SCHEDULED MAINTENANCE ON MATERIALS HANDLING EQUIPMENT no later than 2:00 PM EST on 16 Sep 05.
