Description

The National Institute of Standards and Technology (NIST) has a requirement for professional services to research and develop guidelines for ballot design and interaction design in support of the NIST directive to address the human factors recommendations of the Help America Vote Act Technical Guidelines Development Committee. The North American Industry Classification System code is 541720 and the size standard is $5M. This solicitation is unrestricted. This Request for Quotations (RFQ) will be issued August 5, 2005, in accordance with the Simplified Acquisition Procedures set forth in FAR Part 13 and shall incorporate the provisions and clauses in effect through Federal Acquisition Circular 2005-5, effective August 26, 2005. This is an unrestricted requirement. The Government anticipates the award of a fixed-price purchase order on or about September 26, 2005. The competitive solicitation, any amendments, and questions and answers related to this procurement must be accessed through the Internet at http://www.fedbizopps.gov. To be considered for award of a purchase order, interested parties must respond to the solicitation by the required due date and time of August 16, 2005 at 3:30 p.m. EST. To be eligible for award, offeors submitting quotations must be registered with the Central Contractor Registry: www.ccr.gov and must have completed all representations and certifications found at http://orca.bpn.gov.
