SECTION C United States Department of Agriculture Farm Service Agency Interpreter Services for the Hearing Impaired Statement of Work Introduction The USDA, Farm Service Agency, seeks the services of an interpreter for hearing impaired employees on a defined schedule and on an as needed basis for the 2006 fiscal year. The overall objective is to meet the organization?s needs for scheduled staff meetings, supervisor/employee conferences, formal classroom training sessions, on-the-job training, All Employee meetings, and Office wide events (such as special emphasis, diversity, and CFC events). Government Furnished Space, Property and Facilities: The Government will make the following available for the contractor's use: A dedicated phone line, desk top computer and an office cubicle space, which includes a desk, two chairs, file cabinet, will be furnished for the days interpreting services are required. Scope The services required by this statement of work include: Collaborative effort to schedule interpreter services between the contractor, the Point of Contact, and non-issuing office personnel. Services will be provided to 5 or more USDA-FSA hearing impaired employees. Contractor to have credit card account set-up for electronic payment of services. Services The interpreter services shall be scheduled at the USDA Beacon Facility, 6501 Beacon Drive, Kansas City, Missouri, 64133, as follows: Tuesdays and Thursdays are contracted 8 hour work days at the Beacon Facility. Flexibility required by the contracted interpreter to work on other days of the week on an as needed basis within 48 hours notice. Interpreter will be available to instruct workshops on beginning and intermediate sign language on a bi-annual basis. Interpreter may sub-contract other interpreters when two are needed for sessions lasting more than one hour. Experience The Interpreter should have the following credentials: Interpreter should have experience instructing beginning and intermediate level sign language courses for hearing employees. References should be provided with dates of classes instructed. Demonstrated the ability to relate to and communicate effectively both in sign-language and orally with people from different backgrounds. Must have a Level 5 Certification. Security issues For work performed at the Kansas City Office, the Contractor must contact the Contracting Officer Technical Representative (COTR) to obtain building passes. Employees will receive an identification badge allowing them routine access to USDA facilities. The Contractor shall ensure that badges and keys issued to Contractor personnel are safeguarded at all times, not loaned to other employees, and returned to the FSA Security Officer upon completion of work under the contract. Identification badges must be worn and visible at all times while on USDA premises. DELIVERIES OR PERFORMANCE Contractor shall perform work in accordance with the requirements in Statement of Work.
