Description
The Delegation of Poland to NATO intends to invite International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of an upgrade of the fuel supply system at Gdynia Naval Base. The estimated value of this procurement is PLN 20,800,000 (USD 6,609,000). Security Classification: NATO CONFIDENTIAL The Republic of Poland is the Host Nation for this project, which has been fully authorized by the NATO Infrastructure Committee. The project will be handled under single-stage competitive bidding in the procedure compliant with AC/4-D/2261 Procedures for International Competitive Bidding (1996 Edition). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is ICB-10-2005-NB and all correspondence in relation to this procurement shall refer to that reference. The U.S. Department of Commerce will be using the reference of ICB-POLAND-10-2005-NB. SCOPE OF PROJECT 1. Construction of the fuel pipeline DN250 and 14 km length to deliver F-75 fuel, connecting dispatch pumping plant with ancillary pumping plant and quays at Gdynia Naval Base. 2. Installation of fuel pumps 150 m3/h capacity and 18 bar maximum work pressure with electrical engines 110kW power. 3. Construction of fuel distribution point at Naval Base quays. 4. Construction of supply point for reloading of fuel from tankers. 5. Installation of electric units 250 kVA power in proposed building of generators. 6. Upgrade of electrical switchgear. 7. Installation of control and measuring system and automats to monitor possible failure of analysis devices. 8. Installation of fiber-optic communication system. BIDDING PROCEDURE Interested firms must be introduced by their Diplomatic Representative in Warsaw (U.S. Embassy) or their NATO National Delegations by means of a Declaration of Eligibility. Requests for participation received directly from firms cannot be considered. The bidding procedure, excluding Declaration of Eligibility, shall be conducted in the Polish language, and Polish language shall be the contract language. The Host Nation (Republic of Poland) may check the technical qualifications, financial credibility, and references by using the FIDIC Standard Prequalification Questionnaire. Responses not submitted by a firm on the above-mentioned questionnaire or failure to answer any question or providing insufficient answers may lead to elimination of the competing company. Only eligible companies with similar project experience may participate in the bid. Successful completion of certificates for similar projects issued by the relevant authorities must be enclosed. A lack of these certificates could lead to elimination of the applying company. All companies that qualify shall receive a Cahier Des Charges upon transferring a Cahier Des Charges Security in the amount of PLN 20,000 to the procuring entity bank account number according to instructions that shall be provided in written form to all pre-qualified companies. All firms receiving the Cahier des Charges must return the complete Cahier des Charges to the Polish issuing authority, regardless of the results of the bidding, within 10 days of the bid opening date in order to receive financial reimbursement of the Cahier Des Charges Security. When reimbursing the Cahier Des Charges Security, the Procuring Entity shall deduct all costs related to providing one single copy of the entire set of the Cahier Des Charges. Bid bond in the amount of 2% of the total project value. Performance bond of the contract in the amount of 5% of the offer value. Each bidder must fulfill requirements included in the NATO documents: - C-M(2002)49 Security within North Atlantic Treaty Organization (NATO) - AC/35-D/2000 - 2005 Directives support document C-M(2002)49 Bidders should fulfill requirements included in The Classified Information Security Law dated 22 January 1999 with the latest regulations. For consortiums, all participants must be eligible as per AC/4-D/2261 requirements. IMPORTANT DEADLINES Final date for U.S. Embassy in Warsaw to submit a Declaration of Eligibility (nomination letter) on your behalf: September 26, 2005 Date for the Invitation for International Bidding (IFIB/IFB) to be forwarded to those on the Bidders List (distribution of the Cahier des Charges): November 30, 2005 Date for submitting offers in the Polish language: January 20, 2006 Date of bidder selection: February 28, 2006 Date of performance: March 1, 2006 with work completed December 31, 2006. Please note that the bid may be cancelled with no reimbursement to the bidders for expenses occurred. Please also note that the above-mentioned dates may be subject to change. DECLARATION OF ELIGIBILITY The contracting entity for this procurement is the Republic of Poland. The U.S. Department of Commerce does not serve as the contracting agency for NATO projects. However, all firms whose facility is located within the United States must be certified by the U.S. Department of Commerce in order to qualify to bid for NATO procurements. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Warsaw, which will in turn provide the Declaration of Eligibility to the contracting entity.
