- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS; AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 333415 with a small business size standard of 500 employees. In addition to the specifications listed above, Line items 0001-0011 shall meet the following required specifications: (1) Coils shall be proof tested at 2060 kPa and leak tested at 1380 kPa air pressure under water; (2) Coils shall be circulated for counter flow operation with supply connection at the bottom and water return at the top; (3) Certified in accordance with ARI 410; (4) Provide seamless copper, brass, or cast iron supply and return headers with vent and drain connections; (5) Maximum individual coil size: 2000 mm x 1200 mm; (6) All coils shall be fully drainable; (7) Provide 16 mm seamless copper tubes, minimum 0.88 mm thickness, expanded into 0.2 mm minimum thickness aluminum fins; (8) Heavy gauge galvanized steel casing with 1.6 mm stainless steel frame for bolting to other sections and (9)Continuous plate or spiral fin for 1380 kPA operating pressure. *** The Contractor shall state the warranty coverage provided for all line items. The Government requires at least a one (1) year warranty.*** ****Delivery shall be provided no later than 10 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Offerors shall include the manufacturer or brand name, make and model of the products quoted.*** *** Award shall be made to the quoter whose quote offers the best value to the Government. Technical Capability and Price will be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting the Requirements," and 2) Price. Technical capability shall be more important than price. Technical capability will be based on the information provided in the quotation.
