- In accordance with simplified acquisition procedures the National Cancer Institute (NCI), plans to procure on a sole source basis with Health Research, Inc. (HRI)/Roswell Park Cancer Institute (RPCI), Buffalo, NY 14263, services regarding: Compiling and Evaluating Tobacco Surveillance Measures. In order to reduce tobacco use and the subsequent morbidity and mortality caused by its use, scientists need to identify core measures in domains traditionally identified by epidemiologists as agent, host, vector, and environment. The agent (the agent or organism that causes disease) is the tobacco product. The host is the smoker or chewer/dipper or potential smoker, chewer, or dipper. The vector (the organism that distributes the agent) is the tobacco product manufacturer, marketing, and retail system. All three of these domains influence each other and are influenced by familial, social, economic, historical, political, legislative, and media factors. The contractor shall: 1) establish standard definitions (including coding schemes) for use of these measures and common protocols for data collection and data entry into ToBIG, 2) identify source(s) of measure and, 3) develop a report that describes the above raw material to be used for a ToBIG workspace/portal/interactive web-based tool. Health Research, Inc. and its?staff have extensive and unique expertise related to tobacco control surveillance. This knowledge is critical to the continued support of this research project. Changing variables at this time will be detrimental to the current study in progress. Health Research, Inc, is the only source known to the NCI that have the experience and historical knowledge making them uniquely qualified to further NCI?s mission to reduce morbidity and mortality due to tobacco use. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 15, 2005. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
