Description
In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program (ARP), Outcomes Research Branch (ORB) plans to procure on a sole source basis with President and Fellows of Harvard College, 718 Hunting Avenue, Boston, MA 02115-5924 to identify existing quality of care measures that can be evaluated by the National Quality Forum?s (NQF) membership councils and voted as voluntary consensus standard for cancer care quality measurement. The Cancer Care Quality Measurement Project (Canqual) is an interagency initiative to develop quality of care measures for cancer care that can be used in research, quality improvement, program policy, and surveillance. The NQF has developed a national steering committee and expert technical panels to guide the review of measures according to scientific criteria established by the NQF for these measures. One of the areas that the committees and panels are currently working on is colorectal cancer diagnosis and treatment. The contractor shall use simulation modeling for outcomes of interest to the cancer community, such as clinical or service delivery processes that conceptually produce those outcomes. It will focus primarily on the clinical processes around effectiveness of care. Harvard will be modifying previously developed simulation models to provide estimates of the contribution of four processes ? or nodes ? to improve cancer outcomes and will identify those nodes where there is a potential for net positive impact on survival or mortality. The nodes shall be ranked by degree of impact and improvement potential (i.e., the difference between current practice and optimal practice). It will be based on current practice analyses of SEER and SEER-Medicare linked data and optimal practice will be based on reasonable estimates of maximal diffusion of care. Dr. Karen Kuntz at Harvard College and her colleges are uniquely qualified to perform the work outlined in this contract. They have developed a model with features that are well suited for this project, namely a treatment-based post-diagnosis model that already captures the clinical processes determined to be relevant by Canqual. This cohort model has already been calibrated to match SEER relative survival and incorporates economic cost data. This is the only known source to the NCI researcher that has developed a treatment-based model that contains details of recurrence, resection, and surveillance. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 2:30PM EDT (local Washington, D.C. time) on September 15, 2005.
