Description
The National Cancer Institute (NCI), plans to procure on a sole source basis, services for the conduct of focus groups in African-American and Mexican-American mothers and their daughters with MD Anderson Cancer Center, Houston, TX 77230-1439. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. The age at onset of puberty is significantly earlier in African-American than in Hispanic and non-Hispanic white girls in the United States, based on the National Health and Nutrition Examination Surveys. The secular trend in obesity in children is a leading factor potentially influencing the decline in age at onset of puberty, while other factors such as polymorphic variants of cytochrome P450 enzymes in the steroid hormone cascade have been associated with an earlier age at onset of breast development in African-American girls. The overall purpose of this procurement is to conduct focus groups in African-American and Mexican-American mothers and their daughters aged 7-10 years to identify ethnic-group differences in and cultural sensitivity to the following: 1) clinical staging of puberty in girls; 2) factors influencing cooperation and perceived benefits of pubertal assessment in girls; 3) cultural views of overweight and obesity in girls and in women; and 4) acceptance of self-assessments of pubertal development in girls. Each focus group will have 8-10 individuals, with separate focus groups of mothers and of their daughters for each ethnic group. MD Anderson and its? staff is the only source known to the NCI that have maintained demographic and anthropometric as well as reproductive history of the women in the original cohort of the initial study. They have successfully maintained follow-up of the Mexican-American cohort girls and can identify girls and their by age and by body fat. The members of the Mexican American Cohort Study have been loyal participants with a high response rate, and this consistently high response rate assures the high mother-daughter response rate to the focus group effort and subsequent puberty study. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on September 15, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
