Description
This is a combined/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI-5117 and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-05). National Institutes of Health is developing vaccines for Influenza, HIV, Ebola and other viral diseases. Making different mutations of viral proteins is critical in the vaccine development. After making different mutations of viral proteins, those vaccines candidates will be tested in animal model. By using different animal models, different vaccine candidates will be evaluated for their immunogenicities against the viral proteins. Having various reliable and accurate assays to measure the B cell and T cell response in animals after immunization is an essential part to this process. Specific monoclonal antibodies to different type of mouse immune cells? marker and cytokines have been used to develop different immune assays to measure the different immune responses. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure from BD Biosciences Immunocytometry the following items: Custom PE Conjugate 0.1-5mg Mouse CD3 - Quantity of 5, UOM: mg; Custom PERCP Conjugate 5.1-10mg, Mouse CD4 - Quantity of 6, UOM: mg; Custom APC Conjugate 10.1-99.9 UOM: mg; Mouse CD8A - Quantity of 12, UOM: mg; Custom FITC Conjugate 10.1--99.9mg, Mouse IFN Gamma ? Quantity of 15, UOM: mg; Custom FITC Conjugate 5.1-10MG, Mouse TNF ? Quantity of 7.6, UOM: mg; Custom Purified NALE 0.1-5mg, Mouse CD28 ? Quantity of 5, UOM: mg; Custom Purified NALE 0.1-5MG, Mouse CD49D ? Quantity of 5, UOM: mg; Custom Purified 10.1-99.9MG, Mouse CD16/CD32 ? Quantity of 18.75, UOM: mg; Shipping and Handling costs. This is in support of Project#: 1 Z01 AI005003-01, Title: Development of Influenza Vaccine. Our researchers have been using the specific monoclonal antibodies from BD Biosciences Immunocytometry for years. Their high quality products do not only provide us the essential element of the valuable intracellular flow assay, but more importantly, they can provide us the same consistent high quality specific monoclonal antibodies. Such consistency is essential for analysis data between different experiments at different time, and this intrinsic consistency cannot be replaced by another companies? products easily. The contractor will produce the monoclonal antibodies that we special require. The contractor will conjugate the special required monoclonal antibodies with specific format: Purified, FITC, PE, APC or PerCP as required. The contractor will analysis the products with detail QC document to show the products function. The contractor will put them in the specific concentrations as we required. The contractor will complete the entire production starting 9/26/05 and finish by 11/07/05. To be considered for production, the vendor will have a successful track record with producing monoclonal antibodies in different formats, quality production, and comply with all federal regulations regarding preparing reagents for clinical trials. The Contractor will meet the following criteria: Demonstrate previous expertise in the monoclonal antibodies production on different formats. This is not a Small-Business Set Aside. The North American Industry Classification System (NIACS) Code for this acquisition is 325414 and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are destination and Net 30.
