Description
This is a combined synopsis/solicitation for commercial items prepared in Accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This requirement, F2M3CC5139A100 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The associated North American Industry Classification System (NAICS) is 333111 and the small business size is 500 employees or less. This is set aside for small business concerns. This requirement is for the acquisition of High volume paper shredder & conveyor to support the Qualified Recycling Program (QRP) and to comply with the Privacy Act requirements at Lackland AFB TX. Shredder must meet the minimum requirements attached at the end of this notice *. This will be a firm-fixed price contract Quotes shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and ability and willingness to comply with the Government?s specifications of need. Failure to address a specification and or requirement will be construed by the Government as inability to meet the need, or the offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible quote whose offer conforming to this synopsis/solicitation shall be advantageous to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2 Evaluation of Quotations. All vendors are to include with their quotations, a completed copy of provisions 52.212-3, Offeror Representations and Certifications-Commercial Items, which may be downloaded from www.arnet.gov. OR offerors shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 & 252.232-7009. CCR can be obtained by accessing the Internet (www.ccr.gov) or by calling 1-888-227-2423. Registration must be obtained prior to award. All interested, responsible, business firms shall submit written quotation no later than 15 September 2005, 11:00 a.m. CST, to the 37 CONS/LGCAB, 1655 Selfridge, Lackland AFB TX 78236-5253, ATTN: Lt Candace LoBue, Contract Specialists at (210)671-1972, and e-mail address is mailto:candace.lobue@lackland.af.mil. * HIGH VOLUME SHREDDER AND CONVEYOR SHOULD MEET THE FOLLOWING SPECIFICATIONS OF ALLEGHENY 25HP SHREDDER OR EQUAL. Weight basic operating should not be less than 5,000 pounds, ship weight no less than 5,970 lbs. Construction: Heavy duty, All Steel; weight includes base of the paper shredder, liquid tanks, attachments and operating liquids; shredder will be able to cut approximately 270 sheets per pass of 20-lb bond paper with 3/8? cut; Input speed will be a minimum of 84 feet per minute; Electric motor will be 25HP and capable of handling heavy loads required for efficient shredding; Power 230 Volt, 3 Phase only; Controls: Key lock low voltage Cutler Hammer Control Panel: Control panel recessed for convenience and safety. There will be three separate, two-position stop buttons; paper shredder must be able to be isolated from power source; Emergency shutdown & Operator override switches will be installed as part of the shredder; Reverse starting control must be installed on the shredder as well as current sensing relays to automatically stop the shredder in the event of a paper jam; Extra wide input conveyor and all-steel 10 inch diameter crusher paddle and 20 inch feed opening; Self-sharpening saw-tooth cutters; Shredder can be portable or fixed; Contractor will provide start-up and run through; Any fluid filters should be a spin-on-type with high-speed oil changing capabilities; shredder must have a centralized lubrication system for spur drives, gears, roller bearings and outboard bearing; Shredder cutters must not be greater than 3/8? wide and minimum grade of T-18 steel; Crusher paddle and driver roller shafts must turn on grease-able sealed flange-mounted ball bearings; All other shafts should be turn-on sealed ball bearings that require no maintenance; End of the cutter shaft shall be mounted within an outboard bearing to provide stability; Shaft mounted gear reducers shall be mounted in a sealed oil compartment that requires no adjustment or lubrication; Dimensions: 70 inch Wide x 107 inch Long x 55 inch High; Warranty: One year on parts from date of installation not to exceed 13 months from date of delivery; Cutter shafts will turn on heavy duty spherical roller bearings; Shredder shall use a Dodge-Reliance shaft mounted gear reducer which is completely sealed and needs no lubrication or adjustments. H 14 ga const approximately ? cubic yard capacity; Designed to receive white office paper spillage from 120 gallon tote; 6 in casters (two rigid, two swivel/w brake kits) provided at front and rear axles; Head pulley 6 in dia. crowned and logged; Tail pulley 4 in dia, crowned wing type; Conveyor belt 120 PVC with 1 in. cleats full width on 18? centers; Gear reducer drive with chain and sprocket at head pulley; powered by ? HP Premium Efficiency (EPACT) Inverter rated motor 230V-3ph; Includes AC adjustable speed drive, on/off control with key touch pad entry and 150% overload current capacity; NEMA 1 control enclosure; Belt speed 80 FPM maximum; Two emergency stop mushroom push buttons, 40 mm dia., located on each side of conveyor; wiring and connections from starter to motor and E-stops, and 50-ft power cord with safety twist-lock plug included; Take-up frame with screw adjustment; Pillow block bearing at head, take-up bearing at tail, both with exposed grease zerk; for easy lubrication; All steel fabrication primer coated and red gloss enamel finish.
