- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is FA8902-05-C-0008 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The associated North American Industry Classification System (NAICS) for this procurement is 335129 and the business size is 500 employees. The request is for the purchase of lighting equipment for the Air Force Aeromedical Evacuation Squadron. The Patient Support Pallet Lighting Kits are a complimentary lighting system for the KC-135 to provide adequate lighting for appropriate patient care. Kits shall be procured as follows: 11 each kits to include 8 each flashlights with clip, 5 each personal/chair light, 2 each under-litter bracket with light and 1 each carrying case 11 each kits to include 8 each flashlights with clip, 2 each under-litter bracket with light and 1 each carrying case Each light shall have light emitting diode (LED) technology for full spectrum lighting. Furthermore, each associated light shall be capable of multiple mounting to include the Patient Support Pallet (PSP), seated ambulatory positions, seat backs, and to the chests of Aeromedical Evacuation Crew Members. All lights shall be battery powered with no requirement for in-flight battery recharging. The lighting system should be functional on all USAF platforms to include standard litter configurations. No operational restrictions shall apply and lights shall be able to be turned on/off and dimmed individually. Lights should not produce significant heat or infrared light and be able to be used by crewmembers wearing Night Vision Goggles. Based on market research, the Air Force has determined that only one source can fully meet all requirements associated with this procurement. The Air Force intends to award to Phantom Products Inc. of Rockledge, Florida. These products have been tested to military standards and have been rated safe-to-fly by the Chief Engineer from the 327th Tanker Sustainment Group.
