- This is a market survey to locate potential sources capable of providing the Enhanced Position Location Reporting System (EPLRS) Systems Engineering and Integration Support, Logistical and Field Support and Post Deployment Software Support. The pla nned acquisition is for a new five-year Requirements type contract for engineering services, to include technical integration, logistics and post deployment software support (PDSS), for the Enhanced Position Location Reporting System (EPLRS). The EPLRS is a tactical data radio system that is currently in production and is managed by Project Manager Tactical Radio Communications Systems (PM TRCS). The EPLRS is a common system for the Army, Navy, Air Force and Marine Corps for near real-time dat a distribution. Additionally, it provides inherent enhanced situational awareness through navigation services independent of the Global Positioning System. Additionally, the engineering support includes the requirement to interface with the EPLRS systems equipment such as Enhanced PLRS User Units (EPUUs), EPLRS Test Sets (ETSs), Network Control Stations (NCSs), EPLRS Net Manager (ENM), EPLRS Net Activation Device (ENAD), Ground Forward Air Controller (GFAC), Situation Awareness Data Link (SADL), SADL Suppo rt Equipment (SSE) and EPLRS support tools such as EPLRS Rapid Network Initialization System (ERNIST), Situational Awareness Terminal (SAT) and Battlefield Data Planner (BDP), ADDSI Exerciser (AE), Data Reduction Suite (DRS) and RF Network Monitor during i ntegration and testing with host system developers. The contractor is expected to provide field service support and engineering services. Field service support services will be required at state side locations and possibly at locations around the world, to include training, providing Field Service Represen tatives (FSRs), maintenance screeners and troubleshooters, as well as maintenance turn-in points. The engineering services include changes to technical manuals and training manual changes, hardware and software support. The Government anticipates award in November 2005, for a new five-year Requirements type contract, on a Time and Material (T&M) basis. Offerors may submit their responses to this market survey as a potential source of all of the described services. The current provider of these services is the Raytheon Company, located at, 1801 W. Hughes Drive, Fullerton, CA 92833-2200. The new contrac t is anticipated to be awarded to the incumbent, similar to the previous support contracts, such as GST0204CJ0514 and DAAB07-99-D-C751, which have been awarded on the basis sole source actions (FAR 6.302-1, Only One Responsible Source).
