Description
MARKET RESEARCH SURVEY. INTRODUCTION. The U. S. Navy Bureau of Medicine and Surgery (BUMED) is conducting market research as part of the Preliminary Planning phase of a potential commercial activities competition in accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10. The Department of Defense (DoD) and the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) require each accredited Military Treatment Facility (MTF) to perform privileging of military and civilian health care providers practicing at their facility. This entails a complete review and verification of a provider's Individual Credentials File (ICF) (licensing, training, education, specialty information, assignment history data, etc.) to determine qualifications and competency prior to being granted privileges to perform duties at the MTF. For those health care positions that do not require privileging, a complete review and verification of an Individual Professional File (IPF) for determination of qualifications and job-specific competency is still required. The purpose of the market research is to assist with scoping and grouping of commercial functions, determining the appropriate North American Industry Classification System (NAICS) code, and confirming whether sources would be available to satisfy agency requirements should there be a standard public-private competition. Small business sources will be considered in this research. A contract will not result depending on the outcome of this market research but a separate solicitation may be issued in the future. RESEARCH METHOD. The method of conducting market research for this requirement is through such means as informal Internet searches, telephone interviews, and discussions with potential commercial sources and industry experts. This questionnaire has been specifically designed to focus on the scope of this research. A separate questionnaire form will be used to record market information obtained from each commercial source included in the research. Note: This is to advise any commercial source that provides information as part of this market research process that their information will not be used later as part of the evaluation process should they choose to submit a proposal to any solicitation that may result. TITLE: Commercial Activities for Credentials Verification Services. LOCATION: U. S. Navy Healthcare Support Office, Naval Air Station, Jacksonville, Florida. CREDENTIALS VERIFICATION SERVICES REQUIREMENTS: Credentials Verification services for approximately 18,000 Active Duty, Reserve, Civil Service, and Contract providers to include: (1) Generate, collect, and fully process Initial Provider Applications (Individual Credentials Files (ICF)) and update the Centralized Credentials and Quality Assurance System (CCQAS) database at 900 occurrences annually; (2) Generate, collect, and fully process Initial Provider Applications (Individual Professional Files (IPF)) and update CCQAS at 1,000 occurrences annually; (3) Generate, collect, and fully process Renewal Provider Applications (ICF) and update the Centralized Credentials and Quality Assurance System (CCQAS) database at 4,600 occurrences annually; (4) Generate, collect, and fully process Renewal Provider Applications (Individual Professional Files (IPF)) and update CCQAS at 2,500 occurrences annually; (5) Generate and collect Peer Recommendations (2 per specialty) and update CCQAS at 12,000 occurrences annually; (6) Generate and collect Civilian Employment Inquiries (primarily Reservists, but some Active Duty) and update CCQAS at 14,000 occurrences annually; (7) Collect Performance Appraisal Reports (PARS) and Clinical Appraisal Reports (CARS) to complete applications and update CCQAS at 18,000 occurrences annually; (8) Collect Drug Enforcement Agency (DEA) certificates and update CCQAS at 4,000 occurrences annually; (9) Process and collect National Physician Data Bank (NPDB)/Healthcare Integrity and Protection Data Bank (HIPDB) queries and update CCQAS at 14,000 occurrences annually; (10) Primary Source Verify (PSV) all state licenses (at renewal period and perpetual) and update CCQAS at 40,000 occurrences annually; (11) PSV all board certification renewals and update in CCQAS at 7,500 occurrences annually; (12) Collect and upload provider photographs at approximately 2,200 occurrences annually; (13) PSV qualifying degrees at approximately 1,500 occurrences annually; (14) PSV PG school/Advanced training (internship, residencies, fellowships, Dental PG training) at approximately 2,250 occurrences annually.
