Description
NASA/DFRC has a requirement for Development of a Rocket Research Capability for the Exploration Systems Mission Directorate (ESMD) Education Program. A Detailed Implementation Plan, Progress Report and Final Report is needed by Engineering Students. NASA Dryden intends to purchase these services from Cal Poly Pomona, College of Engineering located at 3801 West Temple Avenue, Pomona, California 91768. This procurement is required to develop a rocket research and educational capability for undergraduate and graduate engineering students at Cal Poly Pomona. The capability to be developed at Cal Poly Pomona will include (1) analysis, (2) rocket ground testing, and (3) rocket flight testing facilities. The mobile ground testing facility will include a precision rocket motor ground test stand with a rocket thrust measurement range of approx. 0-1000 lbf in a portable package that can be moved easily from site to site. The flight testing activity will include at least six high-quality, well-proven high power rocket kits for F-J motors, solid rocket motors of at least NAR motor type I, rocket motor casings, motor reloads, on-board electronic acceleration and pressure altitude measurement units, suitable rocket launcher, and launch control. Student activities developed as part of this proposal need to be in place for students' use in the ARO 414 class in the Fall Quarter which starts on September 22, 2005. Cal Poly Pomona is a teaming partner with NASA Dryden on an ESMD education proposal that received funding approval from the ESMD Research and Education Office. The Government intends to acquire a commercial item using FAR Part 12 and 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on ____9/14/05_________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
