- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 2105205RES268 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 453210 with a small business size standard of $5.0M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Thursday, September 8, 2005 at 14:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS-Transportation Security Administration requires the following items, MEET OR EXCEED, to the following: LI 001, Multi-purpose, 30% post-consumer recycled, 20 lb., 8" x 11" copy paper supplied through the JWOD Program. Each unit is a skid which equals 40 cartons. See SOW for additional details. Vendors SHALL provide quotes for the following Optional CLINs: CLIN 002 - Multi-purpose, 30% post-consumer recycled, 20 lb., 8 " x 14" copy paper supplied through the JWOD Program. Estimated quantity is 4 skids, where 1 skid equals 30 cartons. CLIN 003 - Multi-purpose, 30% post-consumer recycled, 20 lb., 11" x 17" copy paper supplied through the JWOD Program. Estimated quantity is 2 skids, where 1 skid equals 40 cartons. All vendors shall submit pricing for the quantity specified in CLIN 0001. Vendors shall enter the pricing for the Optional CLINs 0002 and 0003 (in the quantities specified above) in the bid description field of CLIN 0001. The pricing for all CLINs will be evaluated for the purpose of the award. However, this pricing tool shall rank only CLIN 0001 pricing. Pricing for Optional CLINs should be submitted in the Description area of CLIN 0001 as follows: Ex: Optional CLIN 0002: $XX.XX; Optional CLIN 0003: $XX.XX. The government reserves the right to award the entire quantity of CLIN 0001 and any combination of CLINs 0002 and 0003, at its Discretion., 129, SKID; For this solicitation, DHS-Transportation Security Administration intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. DHS-Transportation Security Administration is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
