- Vendors MUST be registered in the Central Contractor Registry and must have a current ORCA profile (see below) prior to submission of quotations in order to be considered for award. Vendors MUST have a valid Migrant and Seasonal Agricultural Workers Protection Act registration number prior to submission of a quotation, if applicable. Information describing requirements under the Act (29 USC 1801-1872; 5 CFR 500) can be requested from the Contracting Officer. Vendors must supply a DUNS Number with their quotation. Contractors may request a copy of the below-referenced map from the Contracting Officer. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (II) Solicitation AG-447U-S-05-0084LI, for hand site preparation of timber stands using chainsaws, axes, injectors, etc. on National Forest lands located in the Delta Ranger District, National Forests in Mississippi, Sharkey County, Mississippi, as described is this solicitation and the attached documents, is issued as a request for quotations (RFQ). (III) The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. (IV) This solicitation is a Total Small-Business Set-Aside. The applicable NAICS code is 115310; the applicable small business size standard is $6.0 million. (V) SCHEDULE OF ITEMS: A. SITE PREP Quantity: 115 Unit: Acres Unit Price: $_____________ Total Price: $________________ SUM TOTAL A + B: ___________________________ (VI) DESCRIPTION OF REQUIREMENTS: Furnish any and all labor, materials, transportation, supervision, equipment, supplies and other incidentals necessary to hand site prepare timber stands using chainsaws, axes, injectors, etc. on National Forest lands in accordance with the attached documents: A) Specifications; B) area map showing work sites; and C) Migrant and Seasonal Workers protection Act information . No Government-furnished Property shall be available. Location of Work: USDA, Forest Service, National Forests in Mississippi, Delta National Forest, Sharkey County, Mississippi. (VII) CONTRACT TIME: Ninety (90) calendar days after the issuance of the Notice to Proceed. (VIII) The provision at FAR 52.212-1, Instructions to Offerors?Commercial (JAN 2005), applies to this acquisition. (IX) The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. Our intention is to award one firm, fixed price contract for the performance of this work. Award will be made to the vendor whose quotation represents the best value and is most advantageous to the Government, price and other factors considered. Vendors should submit information demonstrating ability to perform the services and at least three references in which they have performed the same/similar type of work (including contract numbers, points of contact with telephone numbers and other relevant information). SPECIFICATIONS FOR HAND SITE PREPARATION, WEED AND RELEASE FOR NATURAL REGENERATION UNDERSTORY TREATMENT DIVISION 100 ? GENERAL SPECIFICATIONS 110 ? Scope of Contract. This solicitation is for furnishing all labor, materials, transportation, supervision, equipment and supplies to hand site prepare timber stands using chainsaws, axes, injectors, etc., on National Forest Lands. Uniform application of herbicide will be applied to hardwood trees, shrubs and brush. No transportation, supervision, equipment, labor or supplies shall be furnished by the Government. The Contracting Officer reserves the right to substitute at the contract price the same type and amount of work in other areas similar in topography and conditions within the Ranger District boundaries shown on the maps in lieu of the original areas when it is determined by the Contracting officer that the original areas or portions thereof are no more than 5 miles from the nearest boundary of the original area to the substitute areas. Additional areas will be paid for at rates mutually agreed to between the Parties. 120 ? Description and Location. A. Description. The contract areas to be hand site prepared have considerable variability both between and within each individual area to be treated. Variability exists in tree sizes, species, composition and density. B. Location. The contract areas to be treated are located within the boundaries of the Delta National Forest, Delta Ranger District, Sharkey County, Mississippi. The total area to be worked is 550 acres of weed and release and 115 acres of site preparation (see attached maps). A breakdown of compartments, payment units, acres and applicable treatments displayed in table form can be obtained from the Contracting Officer. awarded. DIVISION 200 ? TECHNICAL SPECIFICATIONS. 210 ? Item A ? Site Preparation Methods A. Using chainsaws or other hand-tools, cut all oaks (except swamp chestnut oak), ash, hickories, sweetgum less than 10 inches diameter at breast height (DBH), and larger than 1 inch diameter at ground level (DGL). DBH is measured at 4 ? feet above ground level on the uphill side of the tree. B. All trees designated for cutting will be completely severed from the stump. The following specifications will be used for all trees to be cut: 1) Trees will be cut as close to the ground level as practical but no higher than 6 inches from the ground level on the uphill side of the tree. 2) Trees which are cut will not be left hanging or leaning on leave trees. C. All other species 1 inch DGL or larger (excluding oaks, hickories, ash, sweetgum larger than 10 inches DBH and trees marked with GREEN PAINT) will be treated with herbicide using tree injectors or hypo-hatchet type injectors or by using the ?hack and squirt? method. Blue-green dye will be in the herbicide solution. Item B ? Weed and Release Methods. Using hand tools (axes, injectors, etc) inject all stems (except oak, persimmon, cedar elm, sweet pecan and cypress) less than 10? in diameter at breast height (DBH), and larger than 1? diameter at ground level (DGL). DBH is measured at 4 ? feet above ground level on the uphill side of the tree. Other species may be designated to ?leave? by the COR during the course of the contract. Blue-green dye will be in the herbicide solution. 1) All trees marked with an orange ?X? are to be injected. 2) All box elder will be injected regardless of size. 3) Trees marked with green paint will not be injected. 4) 84 acres in Compartment 31 Payment Unit 8 will be treated in accordance with the site prep guidelines. 220 ? Chainsaw Safety. Due to the hazardous nature of chainsaw work, the contractor will be required to provide chainsaw operators with, and require use of the following: hardhat, gloves, boots, eye and ear protection, and chainsaw chaps. Chainsaw operators will also be required to start chainsaws on a stable surface. The above requirements are contained in the O.S.H.A Act of 1970. Failure to comply with these requirements will be grounds for issuance of a Cure Notice by the Government and may lead to possible termination of the contract. 230 ? Trees Not to Be Treated. 1) Cypress, swamp chestnut oak, persimmon, cedar elm, pecan. 2) Hardwood trees, shrubs, and brush less than 1 inch at ground level. 3) Trees which may be individually selected and designated by the Contracting Officer?s Representative (COR) after award of the contract. 4) Some individual trees and small clumps of hardwood may be selected and flagged out by the COR. 5) Trees marked with GREEN paint. 231 ? Injection Methods. The Contractor shall furnish the following herbicide to be applied with one of the application methods specified in Division 210 above. ?Active Ingredient?, Triclopyr (3, 5, 6-trichloro-2pyridinyloxyacetic acid) as the triethylamine salt?44.4% (Garlon 3A) Contractor will furnish blue-green dye or equal. 232 ? Mixing Instructions Mix one (1) part herbicide with one (1) part clean tap water from a source approved by COR as per label instructions. Contractor will mix herbicide on site under the observation of the COR or the designated inspector. No more that one (1) days supply will be mixed per contract day. 233 ? Treatment and Rate of Application All hardwood trees, shrubs and brush to be injected or sprayed with herbicide using injectors, hack and squirt, hypo-hatchets or back pack sprayers will be treated while following the following specifications: 1) Make injector or hatchet cuts on all hardwood species so as to form a continuous frill around the tree with no spaces between cuts greater than one-half (1/2) inch edge to edge. 2) Injector or hatchet cuts shall pierce the bark and penetrate wood, making a good pocket to hold the herbicide. 3) All ?injector? cuts shall be made horizontally and within six (6) inches of the ground. All ?hatchet? cuts shall be made horizontally and within three (3) feet of the ground. 4) A minimum of one (1) milliliter of diluted herbicide mixture will be released into each cut. Contractor will check calibration of application equipment at least once daily. Equipment will be calibrated as needed to insure proper application. COR will periodically check calibration of each applicator. Calibration will be checked on injectors by pumping ten (10) strokes into a measuring container and dividing the amount required to refill the reservoir and dividing by 100 to get the average delivery rate. 5) All herbicide will be thoroughly agitated prior to filling the application equipment. 234 ? Streams, Lake and Reservoir Pollution Prevention. During the handling, transporting and use of the herbicide; contractor shall use every precaution necessary to prevent herbicide pollution of any streams, lakes and reservoirs in or near the contract area. Contractor shall be responsible for instructing and training his employees in the safe transportation, storage, handling and application of pesticides, and for training in disposal of empty pesticide containers. 235 ? Responsibilities of the Contractor. The Contractor shall use every precaution necessary to prevent damage to trees left standing and any roads or other resources entering the contract areas. 236 ? Supervision. The Contractor will provide a competent foreman or superintendent for each crew. The supervisor must be capable of communicating with the COR or Inspector, differentiating between species and instructing crewmembers such that desirable trees are not incorrectly treated. Crews will not exceed ten (10) people and the foreman or superintendent shall be with the crew at all times while they are working. Each crew will perform work as an individual working unit and during normal daily work operations crews will not be separated or divided in smaller working units unless prior consent is received from the COR. This consent will be most applicable to finishing small areas where normal crew size (10 people) would be impractical, in other work circumstances crewmembers will perform together as a working unit. 237 ? Pesticide Safety. Permits and Training of Applicators. Contractor is responsible for obtaining all necessary permits, certification and/or licenses required for completion of this contract. Contractor shall be responsible for instructing and training his employees in the safe transportation, storage, handling and application of pesticides, and for training in disposal of empty pesticide containers. 238 ? Storing Pesticides. Pesticides used on this contract shall not be stored on the work area or on other National Forest Lands. However, contractor should store pesticides in a safe, secure and well identified place. While the label gives precise storage information for the particular pesticide, general rules are as follows: 1) Pesticides should be stored in the original, labeled container with the label clearly visible. 2) Pesticides should not be stored near food, feed or seeds. 3) Pesticides should be stored in a separate building that is well-ventilated and well lighted. The building should be locked when not in use to prevent access by unauthorized personnel. 4) Some pesticides should not be stored together. Follow label instructions. 239 ? Transportation of Pesticides. Transportation of pesticides used in this contract shall be in accordance with label instructions and the general approved and accepted procedures for safe transportation of pesticides. The following precautions shall be taken by the contractor to prevent spills, accidents, injury or theft. 1) Transport pesticides in the cargo compartment of a truck or other vehicle away from the passenger compartment. 2) No personnel should ride in the back of a vehicle with the pesticide. 3) All pesticide containers should be tied down or other wise constrained to prevent breakage or spillage. 4) Pesticides should not be transported in the same compartment with food or clothing. 5) If any pesticide is spilled in or from the vehicle it should be cleaned up at once. 6) Unlocked pesticides should not be left unattended. Contractor is legally responsible for the safe transportation of pesticides. 240 ? Handling and Application of Pesticides. Personnel handling pesticides should wear the proper protective clothing and/or equipment. The pesticide label will specify the kind of protection needed for the manner in which it will be applied. The following common sense rules will make mixing, filling and loading safer: 1) Read the safety information on the label. 2) Wear the proper protective clothing. 3) Keep first aid equipment and a supply of clean water readily available. 4) Don?t work alone. 5) Haul only the needed amount of pesticide. 6) Stand upwind from the pesticide to avoid contaminating yourself. 7) Keep the container below eye level to avoid splashing or spilling any pesticides on the face or into the eyes. 8) If pesticides are spilled, stop immediately and remove contaminated clothing. 9) Wash the skin thoroughly with detergent and water. Speed is essential. Once clean, put on clean protective clothing and equipment and clean up the spill. 10) Keep measuring cups and other equipment clean and stored away when not in use. Do not eat or smoke around pesticides. 241 ? Disposal of Pesticide Containers. Contractor shall be required to dispose of the empty pesticide containers currently by the following method: 1) Empty pesticide containers shall be triple-rinsed currently, on the work site with clean tap water. Rinse water shall be spread on the work site away from streams and on an area already treated. Triple-rinsed containers shall be placed in an approved sanitary landfill. 2) Triple-rinsing is defined as filling the empty container at least 1/5 full of clean tap water, replacing the container lid, shaking vigorously for at least 15 seconds and immediately pouring contents from the container. This process must be repeated a total of 3 times for each empty container. 3) Clean rinse water must be carried to the work area separate from drinking water by the contractor. All actions by the contractor in disposal of pesticide containers must be in accordance with the pesticide label. 242 ? Pesticide spills. Contractor shall be responsible for all costs of damages, cleanup and decontamination should a pesticide spill occur. If a spill occurs, it shall be cleaned up as quickly as possible. After cleanup is completed the affected area shall be immediately decontaminated. Pesticide spills shall be handled in accordance with the standard procedures for spill cleanup. COR shall be notified immediately of any pesticide spill or accident. 243 ? Removal of Timber from Contract Area. All trees designated for cutting are considered non-commercial because of their low quality, low value, and marketability. These trees, after being cut, will become the property of the Contractor to be disposed of as desired within the contract time period or left in the areas. Title to all timber remaining on the contract area at time of contract completion reverts to the Forest Service. DIVISION 300 ? INSPECTION AND ACCEPTANCE 310 ? Inspection. Inspection of the work performed under this contract will be made by the COR or the designated inspector. As the work progresses, inspections will be made at intervals as necessary to insure compliance with the contract specifications and provisions. 320 ? Acceptance. Upon completion of an area, the contractor shall notify the COR so the COR can make an inspection of that phase of the work. If the work is not satisfactory, the Contractor will complete any remedial work required prior to commencing work or the next area. DIVISION 400 ? MEASUREMENT AND PAYMENT 410 ? Measurement and Payment. Acreage listed in the bid schedule was determined by GPS. For purposes of this contract acres listed are considered actual and not an estimate. 420 ? Basis of Payment. Payment will be made at the unit price bid for the actual number of acres satisfactorily completed and accepted by the COR.
