Description

The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the NIST Center for Neutron Research intends to negotiate, on a sole source basis under the authority of FAR 13.106(1) (b), with Metal Technology Inc., Albany, OR a requirement to procure sixty (60) deep-drawn vanadium assembly sample cans that are made to NIST specifications and are helium leak-tested to ensure quality and reliability. The sample cans shall be used in neutron scattering powder diffraction experiments. These cans are used because they produce a low level, innocuous background signal compared to other material. The design of the sample cans make explicit use of the deep drawn character of the tubes because the smooth closed end enables making the maximum use of the available sample without increasing unwanted background scattering. The combination of the ability to produce the deep drawn vanadium tubes plus the experience and capability to electro-weld to titanium and leak-check the results is critical for the reliability required in these sample cans. Metal Technology Inc. is the only known source that can provide these customized deep-drawn vanadium assembly sample cans that maximize use of available sample, have minimum number of joints and have high reliability. The NAICS code is 332999 with a size standard of 500 employees.****The period of performance shall be ten (10) weeks from receipt of order, FOB Destination.***The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement .
